Air Marshal Sharad Yeshwant Savur AVSM (10525) Flying (Pilot) was commissioned in the Indian Air Force on 29 October 66 in the transport stream. In the 1971 war he was a Forward Air Controller with the battalion that captured two PAF pilots who had been shot down by IAF Gnat aircraft. In 39 years of very distinguished service, he has flown more than 7500 hrs of accident/incident free flying on various aircraft types over the inhospitable terrain of the northeast, Ladakh and JAMMU & KASHMIR as well as on VVIP and VIP flights duties. He has also been an Air Force Examiner. He has commanded Air HQ Communication Squadron and three different Air Force Stations. He has held staff appointments at Air HQ as Assistant Chief of the Air Staff (Personnel-Airmen and Civilians), Assistant Chief of the Air Staff (Intelligence) and at operational Command HQ as Senior Air Staff Officer. He is a graduate of Higher Command Course, Senior Defence Management Course and an alumnus of the National Defence College. As Station Commander of AF Station, Sulur, the officer had co-authored the Standard Operating Procedure for air-sea rescue by helicopters. As Air Officer Commanding of Air Force Station Agra, he ensured the highest standards of operational flying and training by setting a personal example in undergoing conversion on the IL-76. As Air Officer Commanding of Air Force Station Palam, he coordinated the airlift of relief materials for Bhuj Earthquake relief as well as for operations in the Kargil sector. As ACAS (PA&C) he instituted procedures that speeded up the issue of Pay Pension Orders, a new format for appraisals of airmen and co-ordinated the mobilization for Op Parakram.

As Senior Air Staff Officer in Eastern Air Command, he planned and positioned helicopters and transport aircraft at strategic places, oversaw the training and executed airlift and heli-lift to assist the Royal Bhutanese Army in driving out Anti-National Elements.

Most recently, as the Air Officer Commanding-in-Chief of Southern Air Command, he was responsible for execution of air operations for post Tsunami relief and rescue. He ensured that transport aircraft and helicopters of the IAF reached Andaman and Nicobar Islands and Sri Lanka respectively for relief operations within hours of the catastrophe. Under his guidance the IAF contingent during Op Seawave in Sri Lanka achieved a mammoth task of airlifting 2, 35, 000 Kg and 673 people, flying a total of 422 sorties/270 hours without any accident/incident. In addition the units deployed in after-math of Tsunami at Carnic also achieved exemplary standards in carrying out the rescue and relief operations for the IAF personnel, their families and for the civilian population too. This task of rescuing, air lifting of personnel and also providing the much needed relief materials was executed under adverse conditions under his able leadership.

Air Marshal Avinash Deodatta Joshi, VM (10886) Flying (Pilot) was commissioned as a fighter pilot in the Indian Air Force on 04 June 1967. During his distinguished service of nearly 40 years, he has held many challenging flying and staff appointments. He has flown a large number of combat aircraft in the lAF's inventory. He is a Qualified Flying Instructor and a Fighter Combat Leader. He has flown a number of combat missions during the 1971 war with Pakistan in the western theatre while serving in a Hunter Squadron. For gallantry displayed during the operations, he was awarded Mention-in-Despatches. While posted to a MiG-21 Squadron in 1979 he was the first to carry out night flying from Srinagar and subsequently clear the valley for night flying as a routine. In 1981 he was specially selected for training on the MiG-23 BN In the erstwhile USSR and posted subsequently as the senior Flight Commander of the Squadron when it was formed in India. In 1984 during Op Meghdoot he was the first MiG-23 pilot to have commenced active operations from the highest operational base Leh in Ladakh.

In 1985, Air Marshal Joshi took over command of a MiG-23 BN Squadron. This squadron had been specially selected for Op Meghdoot. With his vast experience in this sector, he was entrusted with a number of operational photo reconnaissance missions which he flew himself. For his dedication and high level of professional skills he was awarded the VM in 1988. Air Marshal Joshi commanded a Forward Air Base in Rajasthan sector. He also commanded Air Force Station Bidar where he was given the responsibility of raising the now famous “Surya Kiran" aerobatics team.

A graduate and Instructor of the Army War College Mhow, he also attended the course at the National Defence College and the National Security Programme at Gallillee College, Israel. His staff appointments include deputy Commandant at CAW, ACAS (Safety and Inspections) and ACAS (PO). As SASO HQ South Western Air Command he handled two very important events. After a long gap, the air power demonstration Vayu Shakti 2004 was conducted at Pokhran Air to Ground range, where all the latest aircraft and weapons were showcased. Subsequently he was also responsible in handling the Awareness Campaign at Bombay, which was one of the largest air demonstrations that included Air India aircraft also. Due to his meticulous planning and preparation, both events were highly successful, Incident free and were well received.

Air Marshal AD Joshi took over as AOCin-C, Eastern Air Command (EAC) on 01 November 04. During his tenure, the training and operational standards of EAC have been greatly enhanced. Operations were conducted from civil airfields for the first time. The serviceability states of aircraft and avionics systems exceeded all expectations from a fleet of ageing aircraft. Administrative aspects also went through a welcome change. He has now been specially selected to take over as C-in-C of Strategic Forces Command.

Air Marshal Avdesh Kumar Singh, AVSM, VM, VSM (11005), Flying (Pilot), was commissioned on 04 June 1967 in the Flying Branch of the Indian Air Force and has more than 5000 hrs of accident free flying on 17 different types of aircraft. He has held various Command and Staff assignments during his 38 years of distinguished service in the Air Force, which include Command of a Fighter Squadron, Commander Delhi Area Air Defence, Command of an Air Base, Air-I of Western Air Command (WAC), Air Commodore Operations at an Army Command, ACAS (Trg), Air HQ, Director General (Inspection & Safety) and SASO of WAC before taking over as AOC-in-C, WAC, IAF. He was also President, Services Sports Control Board and member of Board of Directors, International Military Sports Council.

Air Marshal AK Singh was the youngest transport pilot to participate in the historical “Tangail Operations" during the liberation of Bangladesh in 1971. He is the only pilot to convert from transport stream to fighters and successfully led a Jaguar Squadron in operations. During Kargil Operations the officer, as then Air-I, Western Air Command conducted the fighter operation with astute planning and dedication, which was instrumental in bringing the engagement to a very successful culmination.

The Air Mshl, as Assistant Chief of Air Staff (Training), was instrumental in successfully steering the case for recognition of flying qualification of military pilots and equation of technical and non-technical training in the IAF with civil Diplomas. As Director General (Inspection &. Safety), he assumed functions of quality assurance and published a book specifying the quality of products acceptable in service which empowered the users to reject lower quality products. He was appointed as Senior Air Staff Officer, Western Air Command, in September 04 and he organized as well as executed realistic training exercises, which contributed to the outstanding performance of IAF forces in international exercises. During this tenure Host Squadron and Armament Training Concepts were also introduced, which have resulted in enormous saving to the IAF.

As AOC-in-C, WAC the Air Marshal used his vast experience to make significant administrative improvement in the work environment and improved quality of life of personnel below officer rank. His planning and execution skill were once again put to test when Western Air Command aircraft were called for aid to civil power when 47,000 people were evacuated from Srinagar valley and Ladakh during unprecedented heavy snowfall in January-February 05. The relief and rescue operations were also carried out in Jammu area where flash floods had struck without any notice and thereafter 140 people were evacuated. It was under his able guidance and leadership that such a massive peacetime operation was carried out successfully.

Air Marshal Jaspal Singn Gujral, VM VSM (11300) Flying (Pilot) was commissioned in the Fighter Stream of the IAF on 31 December 1967, He has over 4000 hours of accident free flying on single engine aircraft, which include 16 combat missions flown in 1971 operations. He is a Qualified Flying Instructor holding an A-2 category. For his distinguished services, he was awarded Vayu Sena Medal in 1988 and Vishisht Seva Medal in 1994.

A graduate of Defence Services Staff College and College of Defence Management, Air Marshal Gujral has held prestigious field, staff and instructional appointments which include CO of a frontline fighter squadron, Chief Instructor (Flying) at Air Force Academy, Air Officer Commanding of a premier fighter base, Defence Attaché at Prague, Assistant Chief of Integrated Defence Staff (Joint Operations) and Deputy Chief of Air Staff before being appointed as AOC-in-C Central Air Command in May 2005.

As Chief Instructor (Flying) at Air Force Academy he brought the accident rate to zero by adopting innovative measures. As AOC in Baghdogra, he was instrumental in commencing live air to ground firing on the Teesta Range. As Assistant Chief of Integrated Staff (Joint Operations), he was responsible for formulation of the Tri-Service Disaster Management Response Plan, which was put into action during the Sri Lankan floods in June 03 and later during Tsunami disaster in 2004, Also, as part of Defence Policy Group, he co-chaired three Important Military Subedar Group committee meetings promoting Indo-US and UK Defence co-operation in Washington, London and Delhi respectively.

As Deputy Chief of Air Staff, he streamlined the planning and procurement process for capital equipments, which ensured full utilisation of capital funds allotted to the IAF in 2004-05. He assisted in the formulation of new document on Procurement Procedures which was issued by Raksha Mantri in mid 2005. He also chaired an important Subedar committee ordered by MoD on production of Light Combat Aircraft and his recommendations have been accepted.

As AOC-in-C, Central Air Command Air Marshal Gujral organized and executed realistic training exercises without moving forces bringing about synergy between all elements thus increasing operational efficiency in cost effective manner. Extensive flying training was carried out by all the Strategic assets and with a special focus on Flight Safety. He brought about administrative improvements not only in the work environment but also in the quality of life of personnel below officer rank.

Air Marshal Jaspal Singn Gujral, VM VSM has, thus, rendered distinguished service of the most exceptional order.

Air Marshal Fali Homi Major, AVSM, SC, VM (11442) Flying (Pilot) was commissioned as a pilot in the Indian Air Force on 31 December 1967. During 40 years of distinguished service, he has held various prestigious field/ staff appointments and has over 8100 hrs of accident-free flying to his credit. He is a graduate of the National Defence College and Army War College.

The Air Marshal had raised and commanded the first Mi-17 Squadron of the IAF and commenced operations in the world's highest battlefield, the Siachen glacier. He commanded yet another Mi-17 Squadron and led this Squadron into battle during the IPKF operations in Srilanka. For his leadership and courage he was awarded the Vayu Sena Medal (Gallantry).

The Air Marshal was instrumental in carrying out a daring rescue operation In which 11 people were rescued from a stranded cable car in the middle of a valley at the Timber Trail resort at Parwanoo, HP. For this act of Gallantry he was awarded the 'Shaurya Chakra' by the President of India. As Air Officer Commanding Leh in the aftermath of the Kargil conflict, he displayed great leadership in accomplishing all the tasks assigned to him. For his distinguished service of a very high order, he was awarded the 'Ati Vishisht Seva Medal' by the President of India on 26 January 2002.

The catastrophe caused by the Tsunami caused enormous damage to property and loss of precious lives in peninsular India, the Andamans and other South East Asian countries on 26 December 2004. As the Deputy Chief of Integrated Defence Staff (Operations) he directed and controlled the relief, rescue and rehabilitation operations of the Indian Armed Forces in India and abroad. His relentless and unflinching dedication towards the mammoth relief operations ensured smooth conduct and completion in record time. He also brought about other improvements in the working environment of HQ Integrated Defence Staff. He carried out a major revamping in the Operations Branch and was instrumental in operationalisation of the “Interim National Command Post" (INCP) to facilitate coordination and decision making at the highest levels of Political and Military leadership of the country in the event of any National Crisis.

Air Marshal (Mrs.) Padma Bandopadhyay AVSM VSM (11528) Med was commissioned in the Army Medical Corps on 22 January 1968. An astute aviation medicine specialist she had held coveted appointments as Senior Advisor in Aviation Medicine, Professor of Physiology & Aviation Medicine at Institute of Aviation Medicine, Senior Scientist 'D' at DIPAS. She was appointed as Air Officer Commanding of prestigious Air Force Central Medical Establishment. She held the appointment of Additional Director General Armed Forces Medical Services. Presently she is holding the appointment of DGMS (Air).

Earlier in her formative years she served with distinction as medical officer at Air Force Hospital Halwara and was awarded Vishisht Seva Medal for distinguished services of high order in 1973. She distinguished herself as an excellent Professor of Physiology and Aviation Medicine at IAM and guided many research projects and PG students. She displayed excellent administrative skills as DPMO, WAC and later as AOC, AFCME. At CME with her professionalism and vast experience in training and teaching she brought out significant improvement in quality of the medical evaluation of aircrew. She modernized various departments of AFCME. For her distinguished services of exceptional order, she was awarded Ati Vishisht Seva Medal in 2002.

As additional DGAFMS, the Air Marshal was instrumental in formulating new promotion policy of AMC officers. As DGMS (Air) she has guided the establishment of Medical Evaluation Centre in Eastern sector for aircrew thereby saving costly man hours of aircrew. The most advanced concept of medical delivery system i.e. Telemedlcine is being established at five Air Force Stations covering North, East, South West with CHAF (B) as a part of first phase with her untiring efforts. A major fillip has been given to acquire much needed state of the art MRI and Cardiac Cath Lab for CHAFB.

With her constant endeavor, fresh diploma courses recognized by paramedical board of Karnataka for Medical Assistants have been started for Medical Assistants. This will not only bring in significant improvement in the medical care at all levels but also benefit the tradesmen post-retirement. The Air Officer has excelled as a towering Professional and has displayed excellent organizational skill as an able administrator during her career spanning over 39 years and contributed to the growth of Medical Services of IAF

Air Vice Marshal Vinod Kumar Verma VM VSM (11638) F (P) an alumni of National Defence Academy was commissioned on 02 June 1968 in the fighter stream. He is a graduate of Defence Service Staff College, Wellington and post graduated from the National Defence College. A renowned flier, the officer is a Qualified Flying Instructor and a Fighter Combat Leader. In his distinguished career spanning 37 years, the officer has held various important operational, command and staff appointments.

His flying skills and organizational expertise were recognized when he was selected as the Flight Commander for the first MiG 23 Squadron of 1AF and trained in Russia. He subsequently commanded the same squadron with distinction. He was also deputed to Iraq as a flying instructor. He commanded a frontline fighter base in Punjab. His leadership resulted in the award of six command trophies to his base in 1996. For his outstanding contribution he was the recipient of VM in 1983 and VSM in 1998.

In 1998 as CATSPAW at HQ WAC he revolutionised the methodology for making war plans. His methodology is now a standard for each Command HQ. He conceived and planned both the annual Command exercises of HQ WAC- 'Trishul 98' and 'Trishul 99'. These exercises brought in new concepts in Op preparedness and war fighting. As Director Electronic Warfare he was instrumental in changing the complete EW training package of 1AF. He was also responsible for fresh Inductions and upgrades of EW equipment.

He excelled as Commandant, Air Force Academy and revitalized and reoriented the training curriculum, methods, material and introduced an operational awareness in the environment. Zero garbage Scheme through wormiculture, mass afforestation and water harvesting project that he Instituted are still running successfully at Academy. His leadership and exceptional output was recognized when AFA was adjudged the Best Flying Station of Training Command for 2003.

On assuming charge at HQ IDS, he saw a communication gap between Services and DRDO. He setup a mechanism that provides this linkage. It has already improved mutual understanding and has led to better definition in R&D. A similar linkage is being established with Private Industry and Academia. He was instrumental in producing the road map for R&.D organisations through the document “Technology Needs for Joint War fighting". His contribution in providing valuable inputs to the Ketkar Committee would help in streamlining the Defence Procurement Methodology in the years to come. The officer has always displayed a visionary approach. His result oriented ethics and pragmatic approach have been a hallmark in achieving excellence in ail facets of the service ethos.

Air Commodore Rakesh Yadav (12809), VSM, AE (M) was commissioned on 05 July 71 in the Engineering Branch of IAF. He is one of the most experienced engineering officers on MiG-21 fighter aircraft. He is Russian trained on the MiG-25 reconnaissance aircraft and an alumnus of the prestigious Defence Services Staff College. During 34 years of distinguished service, he had held many important appointments and is presently Principal Director Engineering (A) at Air Headquarters.

Air Cmde Yadav, during his postings to MiG 21 Squadrons, has been member of the numerous courts of inquiries investigating into aircraft accidents and incidents, wherein he suggested appropriate remedial measures which substantially improved aircraft reliability. His MiG background particularly worked well during this tenure as the Chief Engineering Officer of the vital frontline airbase at Pathankot. For continuing excellence in the MiG fleet, Air Cmde Yadav was conferred the Vishisht Seva Medal in 1999.

Air Cmde Yadav was also the Station Commander of the premier MiG 23/MiG 27 Type Training Institute. He introduced radical changes in the teaching culture and introduced new publications for the benefits of trainees. As Principal Director of Maintenance Inspection at Air Headquarters, he spearheaded the important inspection of numerous maintenance and ground training institutes and identified areas, which improved the maintenance culture across the country.

In his present appointment as Principal Director of Engineering A, Air Cmde Yadav oversees the maintenance of the entire Russian fighter fleet. His singular effort in timely and wholly resolving numerous issues pertaining to aircraft modifications, concessions, spares and life extensions has resulted in increased availability and reliability of the otherwise aging MiG fleet. His persistent follow-up to resolve pending and new maintenance issues with Russians, and to establish requisite infrastructure in field units, has enabled smooth induction and effective exploitation of the newly inducted multi role combat Sukhois fighters and the upgraded MiG 21s. His individual attention has reorganized workspace and improved office environment, thereby improving functional efficiency of the Directorate.

Air Commodore Keshava Murthy Rama Sundara VSM (12833) AE (L) was commissioned in the Engineering Branch of the IAF on 05 July 1971. He is a graduate of Defence Services Staff College and has undergone Senior International Defence Management Course in USA in June 2004. He was trained abroad on MiG-23 and MiG-29 ac and has held numerous appointments including Jt Dr of MiG-25 and MiG-29 cell at Air HQ. The Air Officer was responsible in successfully setting up MiG-29 overhaul line with the available MiG-23 lines at 11 BRD inspite of certain serious constraints. As a CEO of one of the busiest fighter station, he took on the additional responsibility of Air to Air, Air to ground range besides the responsibilities of three fighter Squadrons and visiting Flying Squadrons doing around 1000 sorties per month, for which he was awarded Vishisht Seva Medal in 1994.

After assuming the Charge as AOC, he has been able to reduce the duration of Avro/ Dornier servicing activities through innovative methods. For the first time under his command, 10 ac were produced in 2003-04 and ferried out before 31 March 04 along with additional task of two Avro ac allotted by Air HQ. In task year 2004-05 also, 10 ac were ferried out within stipulated time frame. These achievements were possible due to foresight in planning, coordination with high level of motivation and timely review of work contents.

The Depot Is the nodal agency for repair and calibration of testers with an average task of about 13,000. The Depot has been continuously achieving 50% additional task under his leadership. An ambitious project for concession clearance through techno logistics approach was initiated during his tenure. In a period of 30 months, more than 800 concessions were cleared resulting in better op status of aircraft, availability and enhanced flight safety. The indigenisation efforts for testers and spares by the depot has resulted in huge saving of foreign exchange.

The Air Officer took up a case with Tamil Nadu Electricity Regulatory Commission and succeeded in reduction of electricity tariff and saved crores of rupees for all defence units in Tamil Nadu. MES had condemned 07 aircraft hangars of the Depot as unsafe for use and recommended demolition and reconstruction, at a cost of about Rs 30 crores. Due to the Air Officer's initiative, the condition of hangars was reviewed and minor strengthening was done - resulting in a saving of about Rs. 29.4 crores. Under his leadership the morale of the personnel has always been very high. Various welfare activities were executed to enhance quality of life of the personnel.

Air Vice Marshal Jyoti Narayan Burma VSM (13219) Adm was commissioned In the Administrative Branch on 30 December 72. He has held the appointments of D Ops (ATS) at Air HQ, C Adm O at AF Stn Tezpur and Yelahanka, CNTTO at HQ TC, IAF and SOA at HQ EAC, IAF. For his distinguished service of high order, he was awarded with VSM on 26 January 99,

The Air Officer has represented the Air Force ably at National and International forum. Earlier, he was an active member of the high-level review group for implementation of Future Air Navigational System (FANS) and the Civil-Military Integration Team, which laid down the basis for future integration of civil-military aviation activity, He was a member of the 'Pavement Evaluation Committee' for RW resurfacing, the Comm-ittee for projecting a comprehensive report on the proposed Civil Aviation policy, Civil Aviation Infrastructure Policy and amendments to the Aircraft Act 1937. As C Adm O at AF Station Yelahanka, the Air Officer was instrumental in the successful conduct of Aero India 2003.

AVM JN Burma having taken over the appointment of SOA visited each and every station under EAC ensuring personal interaction with all personnel. Based on the feedback a number of works services and welfare measures could be initiated at Command level to improve the working scenario in the North-East, a number of innovative security measures initiated were supervised by him for safeguarding the base against ANEs. For better utilisation of human resources he was instrumental in conducting a number of courses within command, i.e., NPF Orientation Course, Works Capsule Course, Training Capsule for Mess Managers, Waiters and Cooks, Security Awareness Workshop for IAF/P tradesmen, Continuing Medical Education Programme, Professional in-hospital training for General Duty medical officers. Legal Capsule Course and Manag-ement Capsule for officers were conducted and were appreciated by the respective directorates at Air HQ.

Through his inter-active style of functioning, AVM JN Burma Infused new sense of enthusiasm and work culture amongst the personnel. This channelised their collective energy into solving problems through innovation and self-help. A large number of welfare activities have seen a perceptible improvement in the quality of life and consequent upliftment of morale of personnel. With sincerity and dedication the Air Officer always fed his personnel from the front and by his personal example was always able to motivate and set a very high professional standard for his subordinates.

Air Vice Marshal Naresh Verma VSM (13235) Adm was commissioned on 30 December 1972 in the Administrative Branch of the IAF. During his three decades of service, he has held the appointments of C Adm at major bases apart from Principal Director (PD) of AF works and is presently the Senior Officer-in-Charge Administration (SOA) of HQ Central Air Command (CAC) since April 04. The Air Officer is also an alumnus of National Defence College.

During his tenure at Bhuj during 1995-96 he displayed a high degree of professionalism which resulted in the commencement of major works services including one for uninterrupted water supply to a remotely located AF Station. At AF Jamnagar his involvement in completion of runway resurfacing besides other major works services merit mention.

The administrative skills of AVM Verma were demonstrated during his tenure at AFS Yelahanka, post Aero-India 98. The massive infrastructural needs for an international event including hangars, roads, power supply, costing Rs. 1400 lakhs were planned and executed within 6-8 months. His co-ordination with the various authorities was largely responsible for the success of the event. The pioneering effort by the Air Officer in disaster management, security, manpower planning, crowd control are now being used as guidelines for Aero India events. At AF Station New Delhi the noteworthy milestones of AVM Verma's tenure were renovation of old buildings, married accommodation for airmen at Gurgaon and early completion of Akash Officers' Mess. With his strong background of works services, during his tenure as PD AF Works he was able to accelerate the release of projects worth 300 Crores during CWP 02-03 and CWP 03-04. Besides, he has been involved in the planning and execution for infrastructural works for high tech inductions such as Aerostat, Bison ac, Advanced Jet Trainer, establishment of new airfields and first-of-its-kind Hydrant Refuelling System project in IAF. During the past one year as SOA, HQ EAC, AVM Verma has contributed towards all facets of administration encompassing security, enhancement of quality of life, catering, physical fitness and sports. Innovative measures for enhancing standards in messes and married accommodation have brought out tremendous feeling of satisfaction and high morale amongst personnel. The Air Officer's involvement and contribution during the floods in July 2004 at Air Force Station Darbhanga and adjoining regions in Bihar was noteworthy. His planning and supervision of the rehabilitation of the completely submerged Station help the unit restore its activities and function' in record time.

Air Commodore Robin Chandra Baruah (13156) F (P) was commissioned in the Flying Branch of the IAF on 24 June 72. In 33 years of distinguished service, he has held several important Command and Staff appointments that include Commanding Officer of a Flight Inspection Unit and a Heavy Transport (1L76) Squadron (Sqn), Chief Operations Officer of two premier transport bases and Senior Air Staff Officer at Headquarters Air Officer Commanding, Jammu & Kashmir. He is an alumnus of the National Defence College.

An A-2 Flying Instructor with more than 7000 hours of accident free flying, he has operated extensively in both the Northern and the Eastern sectors and actively participated in Op Pawan and Op Cactus. As the Commanding Officer of the IL-76 Sqn, he improved the operational status of aircrew and serviceability of aircraft that resulted in surpassing the previous record of yearly flying hours. Under his professional leadership, when the main runway was under repair, the Sqn achieved all the tasks operating the mighty jets from the short runway (6000 ft), for one year.

Air Cmde RC Baruah was appointed the Air Officer Commanding of the biggest Air Force base on 05 January 04. Under his supervision and guidance, the induction of strategic force multiplier Flight Refuelling Squadron into the IAF was smoothly accomplished and its performances in various exercises and aerial displays at home and abroad brought laurels to the IAF. Under his direction, goosenecks for emergency lighting of runway were replaced by inverter operated Compact Fluorescent Lights which not only resulted in savings of kerosene oil costing Rs,3, 64000 and 1600 man hours per year, but also ensured a smoke free environment. With due diligence, he successfully implemented a self sustaining zero garbage and vermiculture scheme covering more than 1900 house holds and six living-in messes of the station.

Under Air Cmde RC Baruah's leadership, the Station won the Pride of Central Air Command Trophy for the year 2004. He, with his foresight, accurate planning and perseverance, was able to provide a new purpose and direction to the personnel of the station, who rose to achieve a number of difficult and challenging tasks.

Air Commodore Vikas Krishna Rao Yajurvedi VM (13248) Flying (Pilot) was commissioned on 23 December 72 in fighter stream of IAF. Since commissioning he has flown a total of 4245 hrs of flying on different fighter and trainer aircraft. He is an A2 Qualified Flying Instructor and a Fighter Combat Leader and in his 32 years of distinguished service, he has held various important command and staff appointments. He is an alumnus of both Defence Service Staff College and National Defence College. He was awarded Vayu Sena Medal for devotion to duty on 26 January 02.

The officer commanded a MiG 23 Squadron where he ensured a very high operational state and set high standards, of leadership. As Chief Operations Officer at a major flying base, the officer was entrusted to ensure that the operational capability of the station and the various lodger units was maintained at the highest level. The Officer with his acumen professional knowledge and managerial skills ensured that the various operations and exercises given to the unit were performed in the most exceptional manner, which was appreciated by the higher ups. As CO Flying Instructor School, he introduced an innovative “Situations Awar-eness Programme" in flying training, thus, contributing significantly towards enhanced flight safety. The School was awarded the Flight Safety and Maintenance Trophy in year 2000. Under his dynamic leadership, the School reinducted the Kiran aircraft and carried out a smooth and efficient change over to a new training pattern including Kiran and HPT-32 aircraft. He is presently the Air Officer Commanding of a frontline fighter base in western sector. He has led Air Force Station to very high standards in all spheres of activities for it to be adjudged the Best Fighter Station i.e., Pride of SWAC - Best Operational Wing for the year 2004. Under his dynamic leadership the Station has achieved many milestones like successful induction of Bison aircraft alongside setting up of Bison Tech Flight and timely completion of its avionics lab. His meticulous planning and professionalism combined with magna-nimous approach makes him a natural leader

The Air Officer with his varied experience and unique professionalism took on himself an exhaustive research on the defect and trend analysis for the fleet of aircraft being operated at the base. The report presented to the DG (Inspection and Safety) in the year 2004 came in for special appreciation. As an effective administrator, he improved the working environment of the Wing and lodger units and quality of life for its personnel. An astute physician always aiming for professional excellence, he furthered his academic pursuits with a post graduation in General Medicine from Pune University followed by a post graduate Fellowship In Clinical Haematolagy from St Bartholomew's Hospital, London. He is a certified Haemeto-oncologist of the Royal College of Physicians, London. During his service career spanning over three decades, he has held several important appointments, which includes Staff Surgeon to Chief of Air Staff, Senior Advisor Medicine and Head of the Department of Medicine at AFCME, New Delhi and Com mand Hospital Air Force, Bangalore. For distinguished services and devotion to duty, he was awarded Commendation by Air Officer Commanding in Chief, Western Air-Command in 1978 and Vishisht Seva Medal by the President of India in 1990. As Senior Advisor and Head of the Department of Medicine of the Apex Tertiary Care Super-specialty Hospital of the Air Force, at Bangalore, he conceptualized and set into motion various activities which brought about a sea change in the patient reception and care services in the Medical Out Patient Department as well as Intensive Care facilities for the critically ill patients. He was also instrumental in initiating the process for setting up of state-of-art invasive Cardiac Catheterization Laboratory. He has distinguished himself as an excellent medical teacher, guided many research projects and contributed several scientific papers to national and international journals. Profe ssionally acclaimed nationality, he has been honoured with Membership of the National Academy of Medical Sciences, the Fellowship of the Indian College of Physicians and the Indian Society of Aerospace Medicine. In his present appointment as AOC at AFCME, he has displayed excellent leadership qualities and administrative skills, in addition to his professional achievements. Air Commodore Lalit Kumar Malhotra VSM (13373) Flying (Pilot) was commissioned as a fighter pilot in the Indian Air Force on 02 June 1973. In his 32 years of distinguished service, he has held various prestigious command and staff appointments that include command of a fighter squadron, Chief Operations Officer of a major fighter base, Command of a Tactical Air Centre and Director Personnel (Officers) at Air HQ. The officer is a qualified flying instructor, graduate of Defence Services Staff College and alumni of Higher Command Course, MHOW.

The officer has approximately 4000 hours of accident free flying on a variety of fighter aircraft. As CO of a fighter Sqn, and later as COO of a major fighter base the officer had performed creditably in all aspects. As Director Personnel (Officers) at Air Headquarters, the officer had brought about many changes in promotion policies of officers resulting in faster promotions, and reduced adversity in promotion ratios.

As AOC, the officer has harmoniously amalgamated all facets of operations, maintenance and administration, and has created an environment conducive for safe flying operations leading to extensive amount of productive flying. Under his leadership, the station and its lodger units had put up a sterling performance during DASI and AEB. Having earned the enviable reputation of always delivering the goods, the Air Officer was chosen for being assigned the sole responsibility of preparation and deployment of 200 personnel strong contingent for Ex-Co-op Thunder 04-01 at Alaska during Jun-August 2004. The Air Officer operationalised the contingent it all its requisite disciplines in the shortest possible time with extremely high standards. Concu rrently, his station was also chosen as a pilot site for the IMMOLS project. Under his able leadership and guidance, the project has taken off rather successfully, thereby improving the functioning of op logistics in the IAF.

With emphasis on enhancing quality of life of all personnel and families, the Air Officer employed ingenuity and innovative ideas to bring about

phenomenal

improvements

by optimisation of resources and expeditious translation of concepts into actionable ideas. His clarity of thought and direction, and adept handling of the emergent situation created by unprecedented floods in August 2004 enabled the station to recover within 72 hours without any loss to its assets. All this has resulted in large savings to the exchequer. Other notable contributions made by the officer have been organising of an Op Seminar on Jaguar ops, dedication of a newly conceptualised Museum to the station, and creation of a work environment which has enabled his subordinates to work, towards clearly defined objectives thus maximising output. Total involvement at macro and micro levels in large number of work services and maintenance related innovations/modifi cations has again resulted in substantial savings and ease of ops. The officer has clearly led by example and has displayed exceptional op capabilities, administrative acumen and management skills in all facets of discharging his duties as the AOC of a major operational base.

Air Commodore Satish Pal Singh VM (13770) Flying (Pilot) has been in command of Air Force Station, Yelahanka since 14 October 03. Prior to taking over command of the Station, Air Cmde SP Singh was the Chief Instructor at the Station and contributed immensely to the success of Aero India 2003, beside accomplishing all training tasks of the station.

As the JD Ops (T) In Air HQ (VB), Air Cmde SP Singh Initiated several projects for the IAF, which are now bearing fruit. In 1997 he was a member of a delegation to Russia, Ukraine and Uzbekistan to select and finalise the FRA requirements for the Air Force. During the Kargil operations in May 1999, as the Commanding Officer of a frontline Transport Squadron he planned and executed the airlift of Army and Air force units to the war front and was awarded the Vayu Sena Medal for gallantry. During his tenure as the Commanding Officer the Squadron was adjudged the “Best Transport Squadron" of the Air Force for two consecutive years. He also achieved the singular distinction of becoming the first pilot to land both the IL-76 and An-32 aircraft, by night, at Thoise, giving an enormous fillip to the operational utilisation of these aircraft. In the aftermath of Bhuj earthquake he led the Squadron in conducting round the clock relief operations bringing succor to the victims of the earthquake.

In his present tenure as Air Officer Commanding, Air Force Station, Yelahanka he has ensured that the task of training of aircrew transport aircraft and Mi-8 helicopters is undertaken with emphasis on quality and timely completion, despite the constraints in available resources. Apart from meeting the routine tasks of the Station, Air Cmde SP Singh has led his team of officers and airmen to discharge the additional responsibilities entrusted to the Station. An-32 aircraft and Mi-8 helicopter of the station played a key role in providing relief to the large population affected by Tsunami.

Aero India 2005 was held at Air Force Station Yelahanka from 09 February to 13 February 05. This involved a mammoth task. Air Cmde SP Singh streamlined all planning and procedures for the Airshow and meticulously supervised the large amount of infrastructure works for the Airshow. The Airshow was an unprecedented success and was highly appreciated by all dignitaries and visitors.

Air Commodore Malvinder Singh Ahluwalia (13809) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 01 June 74. In his 30 years of distinguished service, he has held important command and staff appointments that include command of two missile squadrons, a Tactical Air Centre, a forward Air Base, Ops-l A at HQ Central Air Command and instructor at National Defence Academy. A Qualified Flying Instructor, an alumnus of Defence Services Staff College and Army War College, he is presently Air Officer Commanding (AOC) of AF Station Tambaram since 16 November 04.

As Station Cdr of a forward Air Base, the Officer was actively involved in Op Vijay and Kargil Operations. As Ops-IA at HQ Central Air Command, he was responsible for planning, supervising and coordinating the activities relating to 'Op Parakram', conduct of Indo-French AF Exercise (Ex-Garuda) in February 03, and the Indo-US AF Exercise (Ex Cope India) in March 04. On induction of IL78 Flight Refueling Aircraft (FRA) In IAF, he was involved fn smooth induction and training of aircrew. In all the activities, the officer had displayed true professionalism and foresight to ensure maximum organisational benefits.

On 26 December 2004, a massive earthquake followed by Tsunami waves struck the Andaman & Nicobar Islands. Air Force Station Tambaram, which Air Cmde Ahluwalia was Commanding, was made the main support and launch base for rescue and relief operations, both for Andaman & Nicobar as well as for Tamil Nadu. Thus, the entire planning and execution of the rescue and relief operations for this vast area became his responsibility. Within two hours he marshalled all resources under his command and ensured that the Operations, Maintenance and Administrative Control Centres were established, which remained the nerve centre of all relief operations. Despite total communication failure and against heavy odds, the station was able to launch the first aircraft within four hours on the SOS relayed by Carnicobar air base through a civil aircraft. Requests from Tamil Nadu Govt for launching search and rescue operations of coastal areas and Island administration for despatch of immediate relief like food and water intensified the complexity of the situation. Handling the situation on a war footing, he coordinated all the rescue and relief operations with the State Govt, and island administration very efficiently, while maintaining constant liaison with service/command HQ and a large number of philanthropic organizations. Massive relief, rescue operations were launched from two bases - Tambaram and Meenambakkam airport to despatch the relief materials and reception of about 1400 service personnel and their families besides over 5000 civilian victims of the islands. Hospitality being the adjunct in such a situation, he ensured that all the facilities available at Tambaram airfield were utilised for the benefit of the affected personnel, who were comfortably placed and counseled by a team of clinical psychologists to overcome the trauma. Leading by example, he motivated the entire stn to provide smooth and efficient relief operations under extreme daunting conditions.

Air Commodore Sanjib Bordoloi (13912) Flying (Pilot) was commissioned in the Flying branch of the Indian Air Force on 15 February 1975. He is A2 Qualified Flying Instructor, graduate of Defence Services Staff College (DSSC) and alumni of National Defence College. The Officer during his distinguished service has held many field and staff appointments such as Examiner in the Aircrew Examining Board (AEB), Commanding Officer (CO) of a fighter Squadron, Ops 1 at Command HQ, Chief Operations Officer in a flying base and CO of signals Unit. Presently the Officer is performing the duties of Air Officer Commanding of major flying base in the northern sector since 05 January 05. As CO of a frontline fighter Squadron in Northern Sector, he ensured high operational readiness of the Squadron. Thereafter, the Officer as Commanding Officer of a Signals Unit ensured that the men and material placed under his command were optimally utilised for the operational tasks of the Unit. The Officer was directing staff in the prestigious DSSC and also headed the Teaching Team (Air) in the same College.

Unprecedented heavy snow fall in Kashmir valley between January-March 2005 isolated Srinagar from the rest of the mainland as the NH-1 was blocked for prolonged periods due to landslides. The twin airfields at Srinagar and Awantipur were the only lifelines for the affected population of Jammu and Kashmir. Air Cmde Bordoloi displayed tremendous leadership and guided his men ably to ensure that relief operations continued from these airfields despite hostile and inimical climatic conditions. The airfields were kept in a state of readiness throughout so that essential supplies could be provided to the marooned and causalities evacuated for treatment. During the summer months, helicopter traffic to the Amarnath valley was sustained by setting up ATC facilities at Baitel and by timely regulation of civil and military traffic. He ensured this by constant and excellent liaison with civil administration.

Air Cmde Sanjib Bordoioi's exceptional leadership qualities once again provided succor to the people of the valley when in the aftermath of severe earthquake on 08 October 05, he led his team of Air Warriors in a most outstanding manner to set up a quake relief camp at Urusa village (close to toe LOC) on 09 October 05 itself. It was due to his foresight, planning and excellent organising abilities that relief material could be channelised to the distraught and needy immediately. The Medicare centre established at Urusa and efficient distribution of relief supplies to the four villages adopted by the Air Force bears testimony to his skills of his leadership. Air Cmde Bordoloi has also been instrumental in initiating the rehabilitation process for the villages of Urusa, Isham, Gwalata and Chakara, all in the vicinity of the LOC. The primary school has already started functioning from the newly constructed shelter and relief material is being distributed to the villagers from the village sites itself.

Air Commodore Sanjib Bordoloi has thus rendered distinguished service of exceptional order.

Wing Commander Alagaraja Perumal was tasked on a vital Photographic Reconnaissance mission on 21st May, 1999 near the Line of Control over Dras, Kargil and Batalik sectors with two MiG-29 aircraft as escorts.

During the mission, at about 0900 hours, after photographing Batalik sector, he experienced a violent jolt accompanied by uncontrolled yaw and roll. The escort aircraft reported bright flash along with debris flying off and smoke emanating from recce aircraft's starboard engine. The aircraft had been hit by a missile. Despite the grave, life threatening situation, Wing Commander Perumal maintained his cool and displaying exceptional skill and courage, he managed to exit the threat zone. One of the engines was completely lost and the aircraft had suffered severe damage. Radio reception was garbled and intermittent, he could not hear the extent of damage caused by missile hit. The aircraft was behaving abnormally by yawing and rolling violently. Even in this dangerous situation, Wing Commander Perumal decided not to abandon the aircraft but retrieve the valuable equipment and above all the precious “mission photographs” on board. He took a daring decision of recovering crippled aircraft to the nearest airfield at Srinagar. He controlled the aircraft and kept in his cool inspite of the requirement of continuous descent to maintain speed over the hilly terrain. He displayed exceptional courage, determination and flying skill in controlling a crippled asymmetric powered aircraft for 45 minutes before executing a landing at Srinagar.

Wing Commander Alagaraja Perumal displayed gallantry and extraordinary professional courage in recovering damaged aircraft in total disregard to his personal safety.

Details : Wing Commander Makarand Ranade (18586) Flying (Pilot) is on the posted strength of a MiG-21 Squadron since 10 Jul 2001 as the Commanding Officer.On 06 Apr 2005, he was authorised to fly a Practice Interception mission by Dark Night. He got airborne in a Mig-21 Bis aircraft. After take off, at 1. 8 km height, during the right turn towards the exercise area, he experienced booster hydraulic system failure with the pressure rapidly dropping to zero. This resulted in aircraft controls becoming hard and ineffective, making maneuvering of the aircraft difficult. Realising the gravity of the situation, he took prompt actions and decided to execute an immediate overweight landing at base. An overweight, flapless approach and landing in dark night conditions in a MiG 21 aircraft with restricted aircraft control calls not only for precision, skill but also for courage and determination. On approach, the very high nose up altitude completely obscures runway view. The approach is low with less separation from ground and there is no visual contact with ground due to dark night conditions. All these factors combine to make approach and landing a high risk manoeuvre with negligible margin of error. However, Wg Cdr Ranade continued with recovery undeterred and unfazed by the challenge of the situation.Wg Cdr Ranade has handled the emergency in a very competent and commendable manner. He has stayed calm and yet quickly grasped the emergency indications and the need to land without delay. By his sheer presence of mind, prompt actions and commendable flying skill, he has managed to recover the aircraft safely. Post flight inspection revealed that a portion of the rear fuselage had got burnt in flight due in the fire caused by burning of the hydraulic fluid around the heat shield. Any more delay in recovery would have inevitably caused the main hydraulic system to fail, thereby forcing the pilot to eject and consequently resulting in loss of a costly aircraft,For this act of gallantry during an emergency by dark night, the Hon'ble President is pleased to award 'Vayu Sena Medal (Gallantry)' to Wing Commander Makarand Ranade.

Details : Wing Commander Ramesh Chandra Tripathi (19383) Logistics/Para Jump Instructor is on the posted strength of a Paratroopers Training School AF since Aug 2003.Wg Cdr Tripathi after completing the basic and advance mountaineering courses with 'A' grading from recognized institutes, has been pursuing mountaineering since 1992. He has actively participated in IAF mountaineering expeditions since then. During the pre-expedition training to Mt Kamet (7757) Wg Cdr Tripathi sacrificed the summit 150 meters below the summit in order to save his fellow mountaineer from a height of 7500 meters. With rare dedication, he organised a rescue and brought the casualty down to 6400 meters. Wg Cdr Tripathi in his attempt to save life of his buddy, received third degree frost bite in his hands and toes.In the recent IAF Mount Everest Expedition, Wg Cdr Tripathi showed exemplary performance. The officer, a proficient mountaineer, took part in the second summit attempt after the first one had failed and reached the summit In record time, braving cold weather and extremely difficult terrain. Details : Wing Commander Uday Kant Jha (20568) Flying (Navigator) was on the posted strength of a Flight Reconnaissance Squadron since 31 Dec 1997. On 21 May 1999, he was tasked to undertake a vital Photo Reconnaissance mission in Dras, Batalik and Kargll sectors near the Line of Control as navigator of the aircraft.During the mission, at about 0900 hrs, after photographing Batalik sector, aircraft experienced violent jolt accompanied by yaw and roll. The escort aircraft reported bright flash along wlth debris flying off and smoke emanating from the reccee aircraft's starboard engine. The aircraft had been hit by a missile. The officer immediately came back to navigator ejection seat and promptly assisted the pilot in emergency actions. Suspecting missile attack, he helped the pilot to take evasive actions from further missile attacks and advised the pilot to steer course to divert to Srinagar. The grave and life threatening situation did not deter the officer from carrying out his professional duty.Despite very restricted visibility from ejection seat of the aircraft and difficult terrain to map read, he assisted the pilot in giving accurate position and ensured that the aircraft was on right track to Srinagar. Wg Cdr Jha displayed exceptional courage and professionalism in assisting the pilot to reach Srinagar airfield.Wg Cdr Jha. who Is highly qualified on Photo Reconnaissance role was very confident about the photographs taken and knew that it will be very useful for Operations. Disregarding his. personal safety, maintaining a level head without panic, he assisted the pilot to retrieve the aircraft alongwith the mission photographs, which proved invaluable during Operation Vijay. Details : Wing Commander Jaspreet Singh (20977) Flying (Pilot) was commissioned as a fighter pilot in the Flying Branch on 15 Dec 1990. He is on posted strength of Fighter Squadron as Flight Commander since 29 Oct 2004.On 04 Oct 2004, a belly landing accident of Mirage-2000 took place at Mauritius International Air port. This officer while on the posted strength of a fighter squadron in the Southern Sector, was specially chosen to ferry the aircraft from Mauritius to Trivandrum and further to Bangalore after structural repairs at Mauritius. The ferry route from Maurititus to Trivandrum was across the Indian Ocean, covering a total distance of 2126 NM. Between 12 Oct 2004 and 19 Oct 2004, the officer carried out taxi and three air test sorties on the belly landed aircraft and in the last sortie he also undertook successful Air to Air Refueling (AAR) operations to check the serviceability of the system. On 18 Oct 2004, a weather system had started forming close to the equator, with its broadcast part lying across the ferry route. On the morning of 25 Oct 2004 the satellite pictures revealed that the first 1000 NM of the ferry route was clear. A total of three AAR brackets were required to complete this ferry. However, the last 1100 NM was still covered up with weather and AAR was not possible on that part of the leg. Wg Cdr Singh studied the weather pictures carefully and devised an ingenious plan to undertake the mission. The plan envisaged detaching from the Flight Refueling Aircraft (FRA) 1100 NM short of Trivandrum, climbing to a level above 40,000 ft and fly to Trivandrum. The weather at Trivandrum was also predicted to be bad. Wg Cdr Singh carried out meticulous planning and asked for one more FRA at Trivandrum in case of requirement to divert to Bangalore. The ferry was undertaken with precise co-ordination, team work and piloting skills of the highest order. It entailed 5:10 h of non-stop flying with three air to air refuelling and an intake of over 7000 Kgs of fuel from the FRA.The ferry of M-2000 across a stretch of 2126 NM was one of the most challenging, daring and risky operations ever undertaken by a fighter aircraft in the history of the 1AF. That It was carried out by a single seat, engine nlrcrafl, over the high seas in the inclement weather is even more remarkable.For his sincerity, exceptional courage and professionalism beyond the call of duty, the Hon'ble President is pleased to award 'Vayu Sena Medal (Gallantry)' to Wing Commander Jaspreet Singh.

Details : Wing Commander Joseph Suares (21209) Flying (Pilot) is on the posted strength of a premier fighter Squadron since 21 May 2001 and Is presently the Flight Commander. He is a Qualified Flying Instructor and has 1950 hours of total service flying.On 30 Nov 2004, while operating Air to Ground firing from Tezpur, Wg Cdr Suares was airborne for a range dual check sortie over Dulang Mukh range, with a trainee pilot. While leaving range, the aircraft experienced a sudden total electrical failure. Total electrical failure leads to immediate failure of all communications equipment, vital aircraft instrument as well as navigation equipment. The control system in pitch channel also becomes ineffective making manoeuvering of aircraft difficult. Wing Commander Joseph Suares promptly and correctly assessed the gravity of the situation and decided to recover the aircraft at Jorhat, the closest diversion. Enroute to Jorhat he correctly assessed the weather to be marginal and decided to recover at Tezpur. The multiple . unserviceabilities coupled with tho inclement weather made the task much more difficult for the pilot to land the Mig-21 aircraft. For lowering of undercarriage, Wg Cdr Suares had to gesticulate and shout to the trainee to lower the nose wheel on emergency since it can only be done from front cockpit. He lowered the main wheels himself using the emergency system. He then executed a safe flapless approach and landing. Even without , the tail chute and the anti skid system he safely stopped the aircraft without blocking the runway. Executing recovery of aircraft under these circumstances was a daunting task requiring extreme courage and determination. Any error could prove fatal. The pilot though had the option to eject under such marginal conditions, decided to save the aircraft against heavy odds.Wg Cdr Suares remained calm, composed and was situationally alive to the events while handling an adverse and completely unfamiliar situation. His professional acumen, maturity, and situational awareness in handling an unprecedented and unfamiliar situation made the crucial difference between a safe recovery and an accident.For displaying exceptional courage In handling of a critical emergency, the Hon'ble President is pleased to award 'Vayu Sena Medal (Gallantry)' to Wing Commander Joseph Suares.

He has been member of expeditions to Mt Deo Tibba, Manali Peak, Mt Kabru Dome and Mt Kamet in Garhwal Himalayas and surnmittcd all of them.Sqn Ldr Chaitanya was selected as a climbing member for Mt Everest expedition. This physically fit and motivated officer took it as a challenge and was very jubilant about the selection, lie was detailed for summit attempt In the second team and reached the summit on 30 May 2005. He lias brought pride to the Nation as well as IAF by putting the National Flag on the top of the world. Unfortunately, while returning from the summit he faced snow blizzard and extreme conditions. Undeterred, he fought to save the life of his climbing sherpa while himself trying to reach back to camp. He constantly encouraged his Sherpa to get back to camp despite his exhausted condition. Sqn Ldr Chaitanya did not make it back to camp. Details : Group Captain Ravinder Kumar Dhir (15678) Flying (Pilot) is the Commanding Officer of Air Force Test Pilots School (AFTPS) since 01 Jul 2003. Earlier he was a member of Bis Upgrade Team at Russia and inducted BISON aircraft in the 1AF as Commanding Officer of that Squadron. He is on the posted strength of Aircraft Systems Testing Establishment (ASTE) since 09 Dec 2002 and was the Chief Projects Manager (CPM) till Jun 2003. He was actively involved with ADA, HAL, CABS and NAL towards TEJAS, UT and SARAS projects. He was member of First Flight Review Board of UT and MMR on HACK-AVRO. He was instrumental in framing the MoU between Air Force and NAL, for first ever prototype flight testing of SARAS aircraft by ASTE and certification by DGCA.Air HQ in Jun 2003 increased the intake for the Flight Test Course (FTC). Notwithstanding the limitations of manpower and aircraft resources, he undertook the challenge in his stride. He personally supervised the exercises by flying instructional sorties, and coordinated outstation activities with Air HQ, to ensure timely completion of 26 FTC. The next FTC, also with increased strength, is progressing on schedule. With emphasis on team work he motivated his staff by personal example to meet the 1AF requirements of training more tesl crew. AFTPS was tasked to achieve recognition of FTC for grant of M Tech Degree to students by Visvesvaniya Technological University Belgaum, Karnataka. With his perseverance and diligence Gp Capt Dhir achieved the same and a comprehensive plan to initiate the postgraduate course for 28 FTC commencing Jul 05 has been formulated. To mark the Silver Jubilee of the AFTPS a first ever International Seminar on Flight Testing and Flight Test Training was held at ASTE Six foreign test pilot schools from USA, UK, France and Brazil participated. Gp Capt Dhir demonstrated exceptional management skills by planning each activity meticulously, and conducted the seminar in the most befitting manner. Capitalizing on the lessons learnt, he formulated comprehensive training package for students involving special Systems' Evaluation capsule at USNTI'S, and Preview Exchange with three foreign schools, at no cost basis, which was approved at Air HQ. A promotional film on AFTPS was also made during this period. He is presently the Commanding officer of an AN-32 Squadron at Air Force Station Jorhat.During his 24 years of dedicated service, Gp Capt Sharma has flown 8200 accident/incident free hours on various aircraft, commanded two transport squadrons, and an Air NCC squadron. He has also held the important appointments of Flight Commander, Air Force Examiner and Qualified Flying Instructor on AN-32, HS-748. 1L-76 and DO-228 ac and is an alumnus of DSSC Wellington. He has the distinction of holding "A" Master Green Cat/lR concurrently on four different ac and the unique record of being the only pilot in the IAF to have operated to Leh and Thoise airfields in AN-32, 1L-76 and DO-228 ac.The officer has been a pioneer who carried out high altitude trials of DO-228 ac and became the first pilot to successfully land the ac at high altitude airfields of Leh, Thoise and Kargil. Landing the un-pressurised ac at such high altitude was achieved through the ingenuity, innovation and the sustained efforts of the officer in carrying out essential modifications on the ac, including enhancing ac oxygen system endurance.Gp Capt Sharma took over command of the squadron at a stage when the Sqn had been nominated for the Best Combat Sqn competition. Leading by personal example, he instilled confidence in his team and motivated them lo achieve high levels of performance. His dynamic leadership, dogged perseverance and untiring efforts resulted in the Sqn being adjudged the Best Combat Transport Sqn of IAF for the year 2004.Gp Capt Sharma has achieved commendable levels of task accomplishment in operational, maintenance and administrative aspects of the Sqn with sustained high efficiency. In 22 years of distinguished service, he has held several important appointments that include Flight Commander of fighter Squadron (Sqn), Commanding Officer (CO) of Mig Operational Flying Training Unit (A), SFSO of fighter Base and CO of premier fighter Sqn. He was commended by AOC-in-C South Western Air Command(SWAC) in 1995.Wg Cdr Rajeevan was appointed the CO of premier fighter Sqn on 09 Jun 2003. A highly experienced fighter pilot Wg Cdr T Rajeevan has flown the Mig 21s (T-77 & T-75) and Mig 29 ac and has nearly 3100, accident/incident free, flying hours to his credit.Under Wg Cdr Rajeevan's command the Sqn saw a sea change in the operational attitude and outlook. Till recently the Sqn had its pilots Fully Ops since Dec 2003. had carried out the maximum number of parallel taxi track and DACT operations and had the maximum number of its pilots sea qualified and Pilot TRS trained. All this inspite of low aircraft availability on the flight line, an aspect, which was beyond unit's control.The Sqn under Wg Cdr Rajeevan's inspired and able command has been adjudged the best fighter Sqn of SWAC in 2003 and 2004, The Sqn apart from undertaking all its assigned flying and other tasks in a highly professional manner also represented SWAC in Ex-VAYUSPARDHA 2003 with Wing Commander Rajeevan at the helm of affairs.The Sqn under Wing Commander Rajeevan performed extremely well during the Director Air Staff Inspection (DASI) in Feb 2005 and Aircrew Examining Board standardization visit in Mar 2005. In DASI the Sqn was adjudged AVERAGE PLUS in all aspects except in Operations (Ground) where in it was adjudged ABOVE AVERAGE. He has been an instructor at the Air Force Test Pilots School, a flight commander of a Mig-21 Squadron, the project test pilot with the 1AF Su-30 Project team in Russia and is presently the Commanding Officer of a Su-30 Mk-1 Squadron. Details : Wing Commander Ranbir Singh Dagar (17844) Flying (Pilot) was commissioned on 14 Jun 1985 into the Fighter Stream. In 20 years of dedicated service, the officer has held important appointments like Flight Commander of MiG Operational Flying Training Unit (MOFTU) and of a MiG 23 BN squadron (Sqn). During Op Parakram he was Chief Operations Officer of Air Force Station Awantipur in the J & K sector. He is a Fighter Strike Leader and has graduated from the Flying Instructor School as a Qualified Flying Instructor where he had the distinction of being awarded the trophy for Best in Flying. The Officer is also a graduate of the Defence Services Staff College. He was commended by the CAS in 1998 and AOC- in - C, WAC in 2001.As Flight Commander at MOFTU for two years he prepared fighter pilots for induction into operational squadrons successfully without any accidents. In his tenure of three years as Flight Commander of a MiG 23 BN Sqn he contributed significantly in the unit achieving more than 7000 accident free sorties.On 01 Dec 2003 Wg Cdr Dagar was appointed as the Commanding Officer to raise an Unmanned Aerial Vehicle (UAV) Sqn. The challenging task of building up administrative infrastructure, maintenance apparatus and more importantly integrating the uninitiated members of the newly raised unit into a cohesive team was achieved by him in a short span of time. The operational capability of the unit was put to test for the first time since its inception when it participated in Exercise Gauntlet. Successful execution of all missions during the exercise and thereafter, bears testimony to the early operationalisation and professional capability of the unit. In order to improve flexibility of operational manning and employability, Wg Cdr Dagar multiskilled himself as an External Pilot in a record period of three and a half months as against 18 months stipulated by the Original Equipment Manufacturers (OEM).The UAVs being a new induction have been facing teething problems. Details : Wing Commander Radhakrishnan Radhish (17853) Flying (Pilot) was commissioned on 14 Jun 1985 in the Flying Branch of the IAF. In 20 years of distinguished service, he has held several important appointments that include Flight Commander of lighter Squadron (Sqn), Fit Cdr of premier MiG 23 Sqn , Senior Flight Safety and Inspection Officer of a premier base and Commanding Officer of frontline fighter Sqn.Wg Cdr Radhish was appointed the Commanding Officer'of frontline fighter Sqn on 09 Jun 2003. The Sqn is, at present, equipped with Mig 23 MF, an aging fleet now on its last few years of service in the 1AF.An above Average professional flier and a good officer to the core, Wg Cdr Radhish has solely been instrumental in ensuring a positive, pro-active and professional growth amongst the Air Warriors of his Sqn. During his tenure the Sqn took part in Ex VAYU SPARDHA-2003, Ex-EKLAVYA 2003 & 04 and Ex VAYU SHAKT12004. The Sqn though severely handicapped in terms of aircraft availability and steadily reducing trained manpower took up the challenge for all such exercises and through dedicated, inspired and selfless leadership of Wg Cdr Radhish came out with flying colours In tasks assigned to it. The Sqn, which also has the role of Banner towing for air-to-air gunnery and flare drop for air-to-air missile firing by various fighter Sqns of the 1AF and the Indian Navy, always ensured that the task assigned was achieved. Under the command of Wg Cdr Radhish the Sqn, which is a pure Air Defence one, for the first time undertook practice bombing with 25 Ibs and 3 kg bombs using the CLBS on the Mig 23 MF wef Dec 2003. The Sqn has since mastered the art of bombing also.The tireless, dedicated, selfless and devoted professional leadership on part of Wg Cdr Radhish bore fruits during the recently held Director Air Staff Inspection (DASI) and Aircrew Examining Board (AEB) visit wherein the Sqn was adjudged AVERAGE PLUS overall and all pilots passed the ground and flying tests respectively. The AEB also upgraded three pilots who were given their initial Master Green ratings and the CO renewed his MGIR1E. Details : Wing Commander Prashant Mukund Vithalkar (17855) Flying (Pilot) has been posted to a Helicopter Unit, as Commanding Officer since 18 Aug 2003.The Unit conducts pilot conversion, ab-initio training of Flight Engineers, Flight Gunner's and Right Hand Seat Check Pilot courses on Mi-8 helicopter and undertakes operational requirements assigned hy Air HQ/ HQ TC, IAF To achieve these tasks, the quantum of flying besides being almost twice that of any other helicopter Unit in IAF, is extremely demanding. Under his dynamic leadership, Wg Cdr Vithalkar has consistently ensured timely completion of all the courses conducted in the Unit with high quality of training, which was endorsed by the Aircrew Examining Board. His proactive approach and outstanding management ability has ensured that the Unit was able to sustain accident/ Incident free flying for two consecutive years and was awarded the Flight and Maintenance Safety trophy for the year 2003-04.In Dec 2004, the Unit was tasked to provide succour for the Tsunami relief operations. Wg Cdr Vithalkar, as a commanding officer was able to muster six helicopters in less than 24 hours, fully equipped to undertake relief operations both in India and Srilanka. At the end of Op Sea Wave, the Unit had airlifted total of 82,800 kg of relief load, 213 casualties/passengers in 154 sorties amounting to 101 hours. The task undertaken by IAF helicopters was highly commended by the Sri Lankan Air Force,During Aero-India-2005, he was designated as the Chief Security Officer. The international airshow of this magnitude required enormous Involvement from planning till execution encompassing security arrangements, traffic circulation and parking arrangements. He successfully mobilised the resources to provide flawless security and uninterrupted traffic flow for safe conduct of the airshow, which was attended by over three lakh people and dignitaries from all walks of life. He was also the project manager to oversee the renovation of old HU building and construction of allied infrastructure for foreign aircrew coming to the airshow. Details : Wing Commander Ravi Gopal Krishna Kapoor (18253) Flying (Pilot) is the Commanding Officer (CO) of MiG-21 Squadron since Jun 2003. He is an A2 Qualified Flying Instructor and a graduate of the Defence Services Staff College. He has served as a flying instructor at the Fighter Training Wing and Flying Instructors' School. The officer has earlier been commended by the Chief of Air Staff in 1996 and by the Air Officer Commanding-in-Chief, Western Air Command, in 1992.During his tenure as CO, he has led from the front, himself flying close to 450 hours in less than two years and getting high Individual grading by all inspection teams. The Aircrew Examining Board (AEB) has declared him Type Examiner, which Is a rare privilege. Being in charge of a Mig Operational Flying Training (MOFT) squadron, the officer has dedicated himself to the cause of aircrew training. His squadron was assessed 'Exceptional' in Ground Subjects during all visits by the AEB and the Directorate of Air Staff Inspection. Under his stewardship, the squadron has flown over 5000 sorties - the maximum during the period amongst all MOFT units in the East. The squadron's track record of accident free flying during his tenure, bears testimony to his untiring efforts. Under his supervision, his squadron achieved 100% serviceability and took on rectification of major snags that normally require third and fourth line activity. Many innovations, like fuel sample trolley, aircraft washing rig and tachogene tester, were successfully fabricated and put to use, saving precious resources.While according very high priority to quality training and to maintenance of operational readiness of the squadron, he never lost sight of morale and welfare of squadron personnel. He has been a Commanding Officer of a frontline strike squadron from 30 Jun 2003 to 28 Mar 2005.As Commanding Officer, Wg Cdr Mohlah with his professionalism and perseverance ensured that all pilots in the Squadron were able to achieve operational role capabilities viz valley flying and attack as well as high altitude range qualifications. The Squadron Ops status improved drastically and seven pilots became operational by day and seven pilots by night also. 1 4 pilots of a total of 18 were able to achieve and maintain the valley and high altitude range qualifications. A check pilot and training officer, Wg Cdr Dua has functioned as Fit Cdr of Transport Squadron and GTO in the Services Selection Board, His sterling leadership was proven while leading the Sqn for Best Combat Sqn (T) competition earlier, where the Sqn won the trophy.On 26 Dec 2004 a Tsunami caused unprecedented devastation in the Andaman and Nicobar Islands. There was an urgency to muster, organise and press into action all resources of the Sqn to provide immediate assistance to calamity affected Carnicobar. The aircraft had to be launched in the absence of any reliable inputs on the availability of runway, communication, navigational aids or fuel at destination and diversion. It needed meticulous planning of missions and organising of aircraft and crew to ensure that operations could carry on efficiently and safely.As the Flight Commander of the Sqn, Wg Cdr Dua involved himself fully and co-ordinated with all sections to ensure that the aircraft took off, in less than an hour of the warning. His careful selection of the crew and meticulous planning of the mission maximised the efficiency within the safety envelope. This resulted in the Sqn flying over 230 missions, all incident free. His careful planning also facilitated periodic rotation of aircraft and aircrew, thereby yielding the prolonged operation a great success. The professionalism of the Sqn thereby was lauded at every level.After planning and setting the operation on course, Wg Cdr Dua, himself flew many missions to the devastated Islands. He also took with him other younger crew, trained and cleared them on the job to undertake independent missions to difficult airstrips like Campbell Bay and for operations by night. Details : Wing Commander Balakrishnan Manikantan (18291) Flying (Pilot) took over the command of Helicopter Unit, an operational Mi-17 IV unit on 16 Jun 2003. He was among the first helicopter Directing Staff at TACDE and was actively involved in formalizing helicopter combat tactics and assessment criteria. He has also been the Flight Commander of Helicopter Unit, a Mi-17 unit, operating in Op Meghdoot sector.Under his command, the unit has flown 5I20 hours without any accident. he ensured that unit aircrew achieved high standards of role based training and Hew over 650 hours himself during the period. From Sep-Dec 2003, the unit was tasked to carry out the novel task of offshore operations in Mumbai High. Despite lack of previous experience, the unit flew 130 hours to various ONGC rigs, a feat that was well appreciated. The unit has executed multifarious tasks such as GSh 231, gun trails, regular detachments In J&K, casualty evacuations and disaster relief operations with elan. Under his able leadership, the unit also earned accolades for the difficult task of operating and maintaining six additional new BSF helicopters from Nov 2003-Feb 2005, flying 640 hours.The unit was adjudged the 'Best Helicopter Unit' in Western Air Command in 2004 and also performed exceedingly well in Ex-Vayu Spardha. He always ensured that the unit maintained a very high level operational readiness, backed by a high level of efficiency In maintenance and a proactive administration, which followed a participative style. Details : Wing Commander Ashutosh Dlxlt (18558) Flying (Pilot) was commissioned as a fighter pilot in the Flying Branch of the Indian Air Force on 06 Dec 1986. He took over the Command of a fighter squadron on 15 Dec 2003 along with its rejuvenation and re-equipping with Mirage-2000 aircraft. He is a Qualified Flying Instructor, Test Pilot and has completed his staff course in Bangladesh.Re-equipping of the Sqn was smooth thanks to the meticulous planning and perfect execution under the guidance of Wg Cdr Dixit. The operational, maintenance and administrative activities were finely coordinated, all the requirements were worked out and the resources requisitioned with great care. It was due to his foresight, planning abilities and good leadership that as soon as the aircraft arrived in the Squadron, the Squadron commenced regular and full-fledged Hying operations. The Squadron has successfully completed 500 Flying hours during the period 15 Dec 2004 to 31 Mar 2005 under his able guidance.Wg Cdr Dixit was also given the onerous task of planning and conduct of the acceptance flights and ferry of the ten new Mirage-2000 aircraft from France to India. He conducted this In two batches and both times the ferry was completed flawlessly and as per the schedule. The superb efficiency of the ferry and the professional manner in which It was conducted was only possible due to the dedication and hard work of Wg Cdr Dixit.The officer carried out research into the functioning of Mirage Mission Preparation System (MIPSY) on his own initiative and his effort helped SDI to further refine the software. He also conceptualised and implemented a complete mission-planning package for the MIPSY. During this period, he has held the important assignments of a Directing Staff at TACDE, Flight Commander of an Air Superiority Fighter (ASF) Squadron, DASI inspector, and is presently commanding a Mig-29 Sqn. He Is a graduate of the Australian Command and Staff Course. He has been commended by AOC-in-C twice.Wg Cdr Surat Singh took over the Command of frontline fighter Squadron on 29 Jan 2004. Details : Wing Commander Jang Veer Slngh Guron (19879) Flying (Pilot) is on the posted strength of a Mi-17 Helicopter Unit since 08 May 2001 and has been the Flight Commander since 03 Apr 2003.On 31 Dec 2004, in the aftermath of the devastating Tsunami disaster wherein the Andaman & Nicobar Islands were badly affected, the base was called upon to launch three helicopters for relief operations at Carnlcobar. Wg Cdr Guron, who was on leave, reported for duty on his own and volunteered to lead the helicopter detachment to Carnicobar. Wg Cdr Guron with his experience has worked out minute details of equipment necessary for safe and effective conduct of relief operations, operational requirements, staging, camping, messing, manpower, ration, accommodation was planned in a most professional manner. Exhaustive preparation ensured that the detachment was self-sufficient to undertake independent operations from any location in the Islands.Inspite of challenging living conditions, non-availability of infrastructure and adverse weather conditions, his enthusiasm ensured that relentless pace was maintained in carrying out the relief operations. His meticulous planning and exceptional leadership ensured smooth ferry of three helicopters through two foreign counlrles. On 06 Jan 2005, when Wg Cdr Guron was approached with an immediate requirement to airlift a group of doctors to a remote location on Carnicobar Island, he reacted to the situation in a most professional manner, airlifted the doctors and landed at a small clearing in the jungle. Five serious casualties, who were on their deathbeds, were rescued and airlifted to Carnicobar, thus saving their lives. His actions on that day not only earned respect and appreciation for the Indian Air Force from the doctors and civil administration but also the gratitude of the local population.His superior management skills and planning resulted in completion of the entire task at Carnicobar in a record time of 14 days, His dedication to the job was inspiring not only to the members of the detachment but also to the rest of the Air Force personnel at Carnicobar.For his exceptional devotion to duty and high airmanship during "Op Sea Wave" at Carnicobar, The Hon'ble President is pleased to award 'Vayu Sena Medal' to Wing Commander Jang Veer Singh Guron.

Details : Squadron Leader Pankaj Kathpal (22955) Flying (Pilot) is on the posted strength of a Mi-17 Helicopter Unit since 12 Jul 2004 and has been the unit supervisor since then.On 31 Dec 2004, in the aftermath of the devastating Tsunami disaster wherein the Andaman & Nicobar Islands were badly affected, the base was called upon to launch three helicopters for relief operations at Carnicobar. A Helicopter Combat Leader, Sqn Ldr Kathpal had flown more than 2500 hours and was a unit supervisor. Moreover, having served at a helicopter unit at Carnicobar earlier, he volunteered to take part in the operation. Sqn Ldr Kathpal with his professional acumen worked out the details of manpower, ration, accommodation and various operational requirements, including the requirements for staging, camping, messing as well as equipments necessary for safe and effective conduct of relief operations.Since he was the only air warrior familiar with the peculiarities of operating in Carnicobar area, he familiarised the complete detachment with the nuances of sea flying and inter-island operations and the detachment was fully operational in record time. Sqn Ldr Kathpal and his crew operated at the peak of human and aircraft limitations In marginal weather and inhospitable terrain. Under his able leadership, the officer conducted landings at restricted and unprepared areas, evacuating casualties and dropping relief material to bring maximum succour to the helpless locals. This was accomplished in such a professional manner as if it were a routine for the team. On 14 Jan 2005, he was tasked to airlift ration and fuel for around 250 people marooned at Katchal Island, The island being a vast jungle, there was hardly any place for the helicopter to land. Sqn Ldr Kathpal displayed utmost professionalism by selecting a restricted clearing in the jungle and successfully carried out the landing, after which the rescue team was able to provide relief material, which was extremely critical considering the fact that the island had been cut off for more than 20 days, and more Importantly, established communication facilities with the island. Moreover, the team, under Sqn Ldr Kathpal, was able to rescue three personnel who had miraculously survived the wrath of the Tsunami and shifted them to the rehabilitation camp,During the entire operations, Sqn Ldr Kathpal flew a total of 56 hours airlifting 72 metric tonnes of relief material and 125 marooned personnel, thus demonstrating true spirit in the midst of adversity and highlighting the professionalism of the Indian Air Force.For his selflessness, devotion to duty and upholding the highest traditions of the Indian Air Force, The Hon'ble President is pleased to award 'Vayu Sena Medal' to Squadron Leader Pankaj Kathpal.

Details : Squadron Leader Salyendra Kuiiuir (23499) Administrative/Air Traffic Controller is on the posted strength of Air Force Station Carnicobar since 02 Feb 2004.On 26 Dec 2004, Air Force Station Carnicobar was devastated by a severe earthquake followed by Tsunami waves. Sqn Ldr Kumar reacted in the nick of time and managed to move his family to safety. Immediately thereafter, he assumed his responsibility as Senior Air Traffic Control Officer (SATCO) and took stock of the situation.Since the Air Traffic Control (ATC) structure had collapsed, he activated the ATC vehicle to act as a 'mobile ATC', On inspection of the runway he realised that only 7000 ft of runway length was available due to one end being submerged under seawaters and also the runway surface was degraded at various places. His quick assessment of the runway gave hope to everyone and evacuation was possible through fixed wing operation thus obviating a panic situation. He also was quick to realise that the working strength available to him was very minimum as many of his Air Field Safety Operators were either trapped in seawaters or were missing. Despite these constraints, he commenced providing Air Traffic Services immediately.The insecurity of the Jetties made the runway at Carnicobar the focal point for all evacuation and ingress of relief supplies. The perception amongst the civil population that the island was sinking, generated mass hysteria among them, thereby was causing a mass influx onto the airfield. The threat to safe air operations was further compounded by the rapidly deteriorating runway surface. He personally took charge of the vigil and kept the Air Traffic well regulated. A round the clock intense operation of various types of aircraft was sustained by a few personnel though most facilities were non-functional. Details : Flight Lieutenant Oruganti Siva Narsimham (24296) Accounts is on the posted strength of Air Force Station Carnicobar since 05 Apr 2004.On 26 Dec 2004, Air Force Station Cnrnicohar was devastated by a several earthquakes which was followed hy Tsunamis.Flt Lt Narslmham was himself swept away hy the tidal waves as he was on the way to the officers' married quarters after the first wave struck, to advise them to move away from the area. He survived the onslaught of the tidal waves by holding on to some flotsam. After extricating himself, with total disregard to his personal safety, he immediately helped others in similar predicament to survive.Thereafter, Fit Lt Narsimham displayed exemplary initiative and leadership qualities by forming a team of airmen to help in managing the survivors who were trickling in. As the numbers grew, he took over the responsibility of maintaining discipline and order, thereby obviating any untoward incident. He also went about providing solace and comfort to the surviving personnel and their families. His meticulous and vigilant approach helped in early identification of all missing personnel and their family members. After the departure of families, Fit Lt Narsimham played a key role in stabilisation of the Air Force Station in the aftermath of the devastation. He motivated a team of personnel to work tirelessly for three days under the scorching sun to set up tented accommodation for all the personnel who would stay on at Air Force Station Carnicobar. It was an extremely well planned camp complete with messes, cookhouses and stores. Flt Lt Narsimham took over as the 'camp adjutant' and ensured that the camp was well administered.For exemplary leadership qualities and total devotion to duty without concern to personal trauma or loss, The Hon'ble President is pleased to award "Vayu Sena Medal' to Flight Lieutenant Oruganti Siva Narsimham.

Details : 622248 Warrant Officer Ramachandran Soundara Rajan Mechanical Transport Driver/Para Jump Instructor has been on the posted strength of Paratroopers Training School, AF since 22 Feb 1988 and has been performing the duties of Para Jump and Free Fall Instructor. He has the distinction of carrying out 1670 parachute jumps without any incident or injury, which is indeed a landmark in para safety. His jumps include 1390 free fall and 280 static line. He is a qualified combat free fall instructor and had undergone training with the US Army team during the Joint Exercises "Badge Iroquois" and "Cope India" held at PTS in Feb 1992 and Oct 2002.WO Rajan has won both the 'Individual Accuracy Championship' and also the Team Championship' award in the National Skydiving Competition 2003. He is the only official aerial photographer in the country who can fall at 120 miles per hour and can comfortably photograph any skydiving event. He is also the founder member of the IAF Skydiving team "Akash Ganga". WO Rajan has been assigned the task of training the team in both categories of Relative Work and Canopy Relative Work. His dexterity in providing assistance/guidance in the air is well known to all paratroopers in the country.He has been part of the pioneer team of four who for the first time in the history of Indian parachuting made RW and CRW during the night free fall. Squadron Leader Gurjot Singh Bhullar (22901) Flying (Pilot) is on the posted strength of an operational Mi-8 Helicopter Unit of the Air Force since 28 Oct 02.

Sqn Ldr Bhullar was deployed at Belgaum for undertaking flood relief operations in Karnataka. On 04 Aug 05, as the captain of a Mi-8 helicopter, he was tasked to rescue survivors from a village near Ankli town. The survivors were stranded on a slanting tiled rooftop, surrounded on all sides by tall trees and deep flood water. TV antennae and other obstructions of built up area restricted the available airspace to mere two square meters for winching operations that demanded error free precision flying. Analysing the gravity of the situation, he decided to winch the survivors one-by-one. While winching up the first survivor, portion of the roof collapsed and the survivor, on the winch cable slipped and hung precariously in the gap therein. Instead of abandoning the effort, Sqn Ldr Bhullar continued with rescue displaying steady composure and high professional skill. He maintained steady hover above the broken roof for a safe rescue from a height of about 35 meters. Similarly the remaining two survivors were also winched up to safety one-by-one. Pilot's courage was again put to test when the rescue volunteer slipped and the winch cable got entangled in the antennae. This was a potentially dangerous situation, but Sqn Ldr Bhullar, under extreme adversities of weather and fading light close to sunset, remained composed in controlling the helicopter while a crew member disentangled the cable to eventually accomplish a successful winching operation.

Sqn Ldr Bhullar displayed exceptional courage in effecting a successful rescue despite hazards and challenging conditions. Thereafter displaying indefatigable spirit, grit and determination, he continued with the flood relief operations and rescued 170 survivors in the next ten days that included 23 live winching operations.

For this act of exceptional courage, the Hon'ble President is pleased to award 'Vayu Sena Medal (Gallantry)' to Squadron Leader Gurjot Singh Bhullar.

Wing Commander Dhananjai Vishnu Wani (18568) Flying (Pilot) was commissioned in the Flying Branch of the IAF in 1986. Since Apr 2001 he has been a directing staff at Tactical & Air Combat Development Establishment (TACDE) and has been holding the appointment of officer incharge Development. A Fighter Combat Leader Course Instructor, he is an outstanding professional who has proved his mettle in various challenging assignments time and again. He flew more than 45 sorties during 'Op Safed Sagar' and was awarded 'Mention in Dispatches' for his role in the operations. He has over 2900 hrs of accident free flying, which includes 2800 sorties on various MiG-21 variants and over 1200 sorties on the Mirage 2000. He has an in-depth professional knowledge on Air Interception Radars, Beyond Visual Range (BVR) Missiles and other associated avionics of modern day Air Superiority Fighters. He has played a key role in finding operational solutions to various development tasks undertaken at TACDE.

He has been involved in the development of 'BVR' combat tactics and night combat trials for 'special Task' during his tenure at TACDE. He was in charge of developing tactics and their employment during Ex Cope India and was instrumental in the spectacular results achieved during the exercise. He was the Exercise Coordinator, responsible for all aspects of Sindex 04, the first ever IndoSingapore Fighter exercise. His innovation in efficiently utilising the Air Combat Manoeuvring Instrumentation (ACMI) station reduced the debrief time by one third at the same time improving the quality of debriefs during Sindex 04. He has contributed immensely towards both the international exercises, which has enhanced our prestige internationally. His positive attitude, mature approach and analytical ability have been instrumental in bringing about far-reaching changes in TACDE and have been a source of inspiration to others.

Air Commodore Kesava Kurup Vijay Kumar (13396) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 02 Jun 1973. During his 31 years of service, he held several appointments including Air Force Component Commander, Andaman and Nicobar Command (ANC) during the Tsunami disaster in the Islands.

Air Force Station, Car Nicobar, under his command was devastated by the Earthquake and Tsunami which struck the island on 26 Dec 2004. There was complete communication failure between Car Nicobar and Port Blair. The Officer immediately established an airborne communications centre using an IAF aircraft and carried out preliminary damage assessments. He worked out a comprehensive strategy for immediate evacuation of service and civilian personnel.

With his experience, management skills, and dedicated efforts, the Station evacuated 205 people on 26 Dec 04 itself and nearly 1200 defence personnel and 700 civilians on 27 Dec 04. He organised and ensured that the daunting task of operating a large number of aircraft at Air Force Station, Car Nicobar, from a partially damaged and shortened runway, was well managed. Besides the transport operations, he took on the task of optimally utilization of all aviation assets including helicopters for relief and rehabilitation at various islands of ANC. He stayed at the Station in the open to give succour and raise the morale of his men and families during the post Tsunami relief operations. His careful planning and organising capability ensured that as many as 461 sorties by transport aircraft in 19 days and 203 sorties by helicopters in 11 days for evacuating more than 7778 persons from the Islands and transporting nearly 424 tonnes of relief material were undertaken without compromising safety.

As Air Force Component Commander, he was also responsible for the restoration of Car Nicobar Air Force Base to operational status by Apr 2005. This was well proved in a weeklong exercise wherein aircraft from the mainland participated on the island.

For his dedication, professional excellence and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Air Commodore Kesava Kurup Vijay Kumar.

Air Commodore Sajal Kumar Bhaumik (13463) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the IAF on 02 Jul 1973. He has held the appointments of CO of a Mobile Radar Systems Installation Unit (MRS1U), C Sys O at HQ SWAC and HQ MC, Station Commander of a Signals Unit and C Eng O at HQ EAC.

While posted as STO of a Signals Unit, he was responsible in maintaining the first TRS2215 Radar at high degree of operational readiness with high professional calibre. For this achievement, he was commended by the Chief of the Air Staff in 1989. Further, as CO MRSIU, he was instrumental in installation and operationalising of five new TRS-2215 Air Defence Radars and one PSM-33 Mk-I Radar in record time as well as in providing extensive on site repair support during initialization.

As C Sys O HQ MC, his unique contribution has been in effective launching of the MATCAL project, indigenization of aircraft test equipment and introducing the innovative new policy on "Maintenance Management of Test Equipment in IAF". As CO of Signals Unit, he completed the challenging task of digitalization of all the analogue tropo communication equipment of the Hub Centre and its seven peripherals well ahead of schedule. With variety of old fleet like MiG-21 (T-77/66/69), MiG-23 UB, MiG-27, Mi-8 operating in EAC, as C Eng O, his task was to ensure high serviceability and flight/maintenance safety standards in all Units. With no background experience he had to spend long hours to learn the aircraft thoroughly. Finally in short time he was fully in control of his job and was able to guide the Units to achieve the goals set by the Command. His total involvement in ensuring adequate spares support brought in high serviceability in MiG21 (T-77) fleet. This effected in nil aircraft accident and considerable reduction in incidents due to HE (S), lesser dependence on repair agencies and EAC earning three prestigious awards viz. Best Transport Squadron, Best Helicopter Squadron and Second Best Fighter Squadron in 2004-05.

In addition to monitoring and guiding in achieving greater availability of aircraft for flying, he was instrumental in increasing the knowledge base of technical personnel and creating various maintenance infrastructure in Stations. These were possible because of untiring efforts, coordination, interaction at all levels and conduct of workshops and seminars involving Air HQ/HAL/BRDs/ IOC etc. The officer consistently displayed tremendous zeal, exceptional motivation and unlimited capacity in sustaining spirited efforts to accomplish every task assigned to him and his team.

Group Captain Dinesh Mukundan (13508) Administration/Air Traffic Controller was commissioned in the Administrative Branch in 1973. He was adjudged the best ATCO of the IAF in 1983 and thereafter posted as Commanding Officer of prestigious Air Force Element of IMTRAT in Bhutan during 1985-87.

During his distinguished career having 32 years he has been the Chief Administrative Officer of four different IAF stations i.e. AFAC, AF Stn Jorhat, AF Stn Palam and Air Force Academy and held instructional appointment CIGDOT at AFA. He has also served in a prestigious staff appointment as officer in-charge Drafting at Air Force Record Office. Gp Capt Mukundan is an alumnus of National Defence Academy. He was commended by Chief of the Air Staff in 1998 and by Air Officers Commanding-in-Chief, WAC and TC in 1990 and 1996 respectively. As Senior Personnel Staff Officer at Central Air Command, he has worked with dedication and perseverance in bringing about significant improvement in all facets of personnel administration in all units under Central Air Command. His humane approach and untiring efforts in making the existing policies and procedures more logical, simple and user friendly have been a hall mark of a very able and efficient administrator. Wherever he has worked during his last 32 years of service he has left very significant impact and a legacy behind which is worthy of emulating by his successors. His pioneer efforts in successfully introducing a vermiculture zero garbage scheme with no additional cost at Air Force Academy (one of the largest populated stations in the IAF) proved so successful that Air Headquarters directed all stations in the IAF to implement the zero garbage scheme on the pattern of Air Force Academy.
