Air Commodore Padamjit Singh Ahluwalia was commissioned as a Fighter Pilot on 02 Jun 68. He was deputed overseas as a Flying Instructor and specially selected to train abroad during the initial induction of high technology aircraft, MiG-23 of and Mirage2000, in the countries of their origin. He was the Commanding Officer of one of the first two squadrons converting to Mirage-2000 aircraft. The squadron was made operational in a record time to undertake a pioneering role in the field of Electronic Warfare. The Air Officer was specially selected for a diplomatic assignment abroad.

His significant contribution in improving the bilateral defence relations was highly appreciated by the Ministry of External Affairs and duly recorded.

Air Cmde Ahluwalia was appointed Station Commander of an operational forward base in 1994. The base was infamous for intense bird activity. He applied himself consistently to the daunting task of creating a near zero bird activity environment. This challenging task was accomplished in a very short time. That the station was to become a model base, speaks volumes of his exemplary leadership and single minded devotion to duty. Air Cmde Ahluwalia was appointed Air Assistant to the Chief of the Air Staff in 96. Making the best use of his operational background and logical approach, he has made an outstanding contribution by providing well thought out staff inputs for efficient decision making. He possesses an incisive ability to get to the bottom of any problem and suggest solutions. He has displayed outstanding ability for interpersonal relations and ability to deal with senior officers by establishing an excellent capability for resource management and ability to handle complex problem situations.

Air Commodore Padamjit Singh Ahluwalia, AVSM, VM, VSM, has thus rendered distinguished services of an exceptional order.

Air Marshal DC Dhyani, VSM was commissioned in the IAF on 23 Jun 62. During his distinguished career spanning over 34 years, the Air Officer has held many key appointments. These include Chief Administrative Officer of major flying stations, Director of Administrative Inspection/ Provost Marshal (Air), Senior Officer in-charge Administration of an operational command and currently Air Officer in charge Administration at Air HQ. For his distinguished service of high order he was awarded Vishisht Seva Medal in 1985.

The Air Officer started his career as an Air Traffic Controller and acquitted himself creditably. He established Air Traffic Services at Bidar and Nasik from scratch and provided Air Traffic Services for events of National importance. A graduate of the National Defence College, he played a crucial role in evolving a Joint Services approach for the security of AF bases in disturbed areas.

As Air Officer in-charge Administration (AOA), he diligently planned the development of infrastructure to improve the operational potential of the IAF. In an incredibly short span of 10 months as AOA, the Air Officer brought about a significant change in the philosophy of administration and a remarkable improvement in the utilisation of Public and Non­Public funds. He has progressively improved the general morale of the service by timely planning and implementation of welfare schemes such as housing, education specialist medical facilities etc. A dental surgery was established at AF Station New Delhi and a new hospital for the veterans with the latest medicare facilities was inaugurated on Air Force Day, 1996.

Air Marshal Dinesh Chandra Dhyani has thus rendered distinguished service of an exceptional order.

Air Marshal SS Gupta, VSM was commissioned in the Aeronautical Engineering branch of the IAF on 11 Nov 62. In 1973 he acquired post graduate degree in Material Sciences from Cranfield (UK), He was awarded Vishisht Seva Medal in Jan 1982. He was instrumental in providing timely Mi-17 helicopter support for operations in Siachin Glacier in 1985.

The Air Officer was appointed Senior Maintenance Staff Officer, HQ South Western Air Command in Apr 94. He planned and conducted workshops on Missiles, Communication and Radar equipment, and different types of aircraft. This has led to significant improvements in the reliability and maintainability of these systems. His key thrust area has been the indigenisation of spares and maintenance facilities to achieve selfreliance. He encouraged the field units to innovate and rely more on the local markets for procurement and repair of equipment and share the information. This has accrued significant savings.

He established a Wide Area Computer Network which helped to streamline data transfer and obtain quicker response. Coupled with this, Technical Stores Movement Cell was formed, which was tasked to track all critical spares affecting aircraft serviceability. These measures have markedly improved serviceability of Combat fleet.

Air Marshal Shanti Swaroop Gupta has thus rendered distinguished service of an exceptional order.

Air Vice Marshal S Raghavan, VSM was commissioned on 10 Nov 62 in the Logistics Branch of the IAF. He has held the appointment AVSM 1996-97 of Senior Logistics Officer at Air Force station Jamnagar, Command Logistics Management Officer at HQ Eastern Air Command/ Officer Commanding Air Force Station Faridabad, Air Officer Commanding Equipment Depot Devlali and Deputy General Manager on deputation to Canteen Stores Department.

The Air Officer was appointed Assistant Chief of the Air Staff (Logistics) on 02 Jan 95. With his remarkable managerial skills and excellent inter personal rapport, he was instrumental in bringing about all­round improvement in all areas. Management of mechanical transport received his highest attention. Inspite of many constraints, over 1000 vehicles were procured besides recovery of a large number of vehicles lying unserviceable for prolonged durations. The provisioning and procurement process of Russian flying clothing and aircrew clothing items was expedited by close monitoring. The criticality that existed for many lubricants during 1995 was changed to adequate availability at all places all the time. The working ethos of the Purchase Directorate were refined leading to speedy purchases, ensuring transparency in dealings and improved vendor confidence in the purchase system. He was also closely associated with the decentralisation of provisioning and procurement to Headquarters Maintenance Command and the launching of Integrated Material Management On-line System (IMMOLS). Both these decisions called for extensive analysis of reports, dialogue and negotiations and were very ably handled by him.

Air Vice Marshal S Raghavan has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal KS Bindra, VM was commissioned on 14 Jan 63 as Helicopter Pilot. During his illustrious career, he has held many prestigious appointments in India and abroad such as the Air Attaché at Kabul, President of an Air Force Selection Board, Air Officer Commanding of a Transport Base and Deputy Commandant of Air Force Academy. He was awarded Vayu Sena Medal in 1975.

The Air Officer was appointed Senior Officer in-charge Administration at HQ Western Air Command on 06 Mar 95. He undertook the challenging task of providing administrative support to the biggest operational command of IAF with an aim to keep its personnel and weapon system in high state of AVSM 1997 operational preparedness. He displayed his administrative acumen by formulating a methodical and time­bound action plan for task accomplishments.

At a juncture when IAF was faced with critical resource crunch, the Air Officer devised innovative methods for optimum utilisation of resources without compromising quality. As a corollary, he set up core groups christened as “Centres of Excellence" to train personnel within the Command resources. The procedures have now been streamlined by issuing Command Admin Directives for effective management of work services, Public and Non­Public Funds, children's education and discipline among personnel. His herculean efforts have improved quality of life of the personnel, thus boosting their morale and trust in service.

Air Vice Marshal Khushinder Singh Bindra has thus rendered distinguished service of an exceptional order.

Air Vice Marshal McMahon was commissioned as a Fighter Pilot on 22 Jun 63. He is a Qualified Flying Instructor (QFI) and a Fighter Combat Leader (FCL). He participated in the 1965 and 1971 Indo- Pak operations and was Mentioned­in­Despatches in each. He commanded two front­line strike squadrons and was awarded Vayu Sena Medal in 1980. A graduate of the Australian Joint Services Staff College, he was specially selected as the Director Air Staff Requirement at Air HQ and subsequently as the Air Attaché in France from Apr 93 to Mar 95.

In Mar 95, then Air Commodore M McMahon was appointed Air Officer Com-manding, Air Force Station Ambala. He used his vast experience to upgrade the operational environment and the flying effort was increased by 30 to 40 per cent. It was largely due to his tireless efforts that the three flying units located at Ambala won the top honours in the 1996 Western Air Command Gunnery Meet. He successfully marshalled available resources towards reducing accidents as a result of bird strikes and improving the airfield environment resulting in safe and efficient operations.

He was also instrumental in supervising the runway resurfacing work which was completed in a record time of ten weeks. All these tasks were achieved by most effective use of existing personnel and material resources.

Air Vice Marshal M McMahon, VM has thus rendered distinguished service of an exceptional order.

Air Commodore AN Sen was commissioned as a Fighter Pilot on 18 Apr 64. A veteran of both Indo­Pak wars, he is a Fighter Combat Leader, a Production Test Pilot and also served as Directing Staff at College of Air Warfare. He has commanded a MiG­21 Squadron, two stations and the Institute of Flight Safety. He has also been Director Systems Evaluation at Air Hqs arid Command Air Defence Officer at HQ Western Air Command.

He was Air Officer Commanding, Air Force Station Pune from Apr 93 to May 95. During the devastating earthquake at Latur in 1993 he effectively co-ordinated a large number of relief measures. The successful conduct of training of 100 personnel of Royal Malaysian Air Force on MiG­29 aircraft was another achievement during his command of the station which was over and above the normal allotted task of the Station.

Air Cmde Sen was posted as Air­1, HQ South Western Air Command in May 95. He was entrusted with responsibility for planning and conduct of a Fire Power Demonstration (FPD) at Pokhran in Nov 95. This was the largest FPD conducted since 1989 and was witnessed by the RRM, the three Service Chiefs, and a large number of MPs. By all standards, it was a spectacular show. The Air Officer also displayed high level of professional skills during planning and conduct of the Air Force level exercise in which many new concepts were tried out successfully.

Air Commodore Amlendra Nath Sen has thus rendered distinguished service of an exceptional order.

Air Cmde PK Pinto was commissioned as a pilot on 18 Apr 64. During his long and meritorious service, he gained fully operational status on Dakota, Fairchild Packet, AN-12, IL-76 and AN-32 aircraft and aircrew category of 'A' Master Green. He commanded an AN-32 Squadron and a major Air Defence Radar Unit. He was Chief Operations Officer at a major transport base. A graduate of College of Defence Management, he was appointed Air Officer Commanding of a major transport base in the East in Jun 95.

A major task of his station is Air Maintenance of the North Eastern states - a daunting task in the face of highly erratic climatic conditions and treacherous terrain existing in the area. In a very short time and with application of his professional acumen, managerial skills and untiring perseverance, he brought about great change in the operational capability of his station. The squadrons achieved and exceeded the air maintenance task, earlier in a back log, during the period of his command. His exceptional planning skills helped in meticulous planning and execution of the Eastern Air Command Air Exercise. Under his guidance and dynamic leadership, the flying units at his station were able to successfully participate in a major para dropping exercise in the Desert Sector. By dynamic leadership, he brought up the flying units of his base to a very high operational preparedness. An astute administrator and highly conscious of the environment, he made all efforts to protect the ecology and yet improved the quality of life at the station by optimising the resources.

Air Commodore Peter Keith Pinto has thus rendered distinguished service of an exceptional order.

Air Commodore Ivor Percival Alexander was commissioned on 18 Apr 64 as a transport Pilot. He has held various important Command and Staff appointments which include the command of a transport Squadron, an Air Defence Radar Unit and an Electronic Intelligence Flight.

A graduate of college of Defence Management, he was also the first Air Commodore (Air Borne Operations) at the Army Training Command.

Air Cmde IP Alexander was appointed the Air Officer Commanding of Air Force Station Chandigarh on 03 Jan 94. He has been instrumental in indigenizing the role equipment for the Mi­26 helicopters which included rollers for the cargo compartment, underslung container and figment of a new advanced radar. This not only enhanced the operational employability of the aircraft but also reduced turn around time resulting in better utilization of aircraft. As a result, the aircrew could undertake larger number of missions and improve upon their operational training status.

Under his dynamic command, the air maintenance task for 94-95 and 95-96 was exceeded by 432 and 517 tonnes respectively. At a time when spares availability was at its lowest he achieved 100% serviceability on the ageing fleets of MiG-21, AN-32 and IL-76 aircraft for durations varying from 7 to 100 days. With his determined effort he was successful in clearing the vegetation on both sides of the runway in record time thereby reducing bird hits, a major hazard to flight safety.

Air Commodore Ivor Percival Alexander has thus rendered distinguished service of an exceptional order.

Air Commodore PK Misra was commissioned in Education Branch on 26 Sep 64 and later joined the Department of Judge Advocate General (JAG) (Air) in 1969. Since then, he has acquitted himself commendably in a series of legal assignments at various Commands and Air HQ. He was appointed JAG (Air) on 26 May 93. A graduate of Defence Services Staff College, a law graduate and a post graduate in English, he authored a number of booklets on Air Force Law and allied subjects which have proved beneficial to the officers in the field in dealing with legal issues.

His biggest achievement is in the field of fighting civil litigation on behalf of the 1AF and Union of India. He has been closely monitoring the progress of numerous court cases to safeguard the interest of Air Force. Through his timely intervention and professional competence, he has ensured that decisions of the courts when in favour of the Union of India. In certain cases, he strove hard and got some adverse decisions reversed in appeal thus saving the Government heavy expenditure.

The Air Officer took upon the tasks of revision of Regulations for the Air Force 1964 and amendments to Air Force Act 1950. He accomplished these tasks expeditiously. He is also spearheading the proposal for setting up a separate tribunal for speedier disposal of cases pertaining to service personnel. Due to his untiring efforts he has greatly contributed in improving the discipline and morale of the IAF.

Air Commodore Pramod Kumar Misra has thus rendered distinguished service of an exceptional order.

Air Cmde MS Singha was commissioned as a pilot on 16 Oct 65 and is the Air Officer Commanding, Air Force Station, Yelahanka since 18 Sep 95. An exceptional flier, he holds the highest aircrew category, A Master Green, with over 7300 hours of accident free flying. During his long and meritorious service, he has numerous outstanding achievements to his credit, including very successful tenures as Chief Operations Officer of an Operational Wing, Commanding Officer of IL-76 Squadron and Air­II of HQ Eastern Command, IAF. An A-2 Qualified Flying Instructor, he was on deputation to the Republic of Singapore Air Force for two years. For exceptional devotion to duty, he was awarded Vayu Sena Medal in 1987.

Air Cmde Singha was given the responsibility of planning and executing India's most prestigious International Aerospace Exposition, “Aero India 96" which was held at Air Force Station Yelahanka from 03 to 07 Dec 96. This was the first ever Show of this magnitude conceived by the Ministry of Defence with a lead time of just 11 months to bring up the necessary infrastructure of international standard at the Air Force Station.

Air Cmde Singha had the enormous task of planning, coordinating and executing numerous activities simultaneously. Those included bringing up of a modern and well equipped Flight Operations Center, a VIP Receptorium, a brand new Hangar to accommodate the business stalls of the foreign traders, a security wall around the Station, captive power and extension of dispersal to house additional aircraft. It was also his responsibility to manage security throughout the build up phase and during the Show. In addition the Flying Training courses had to be planned and passed out in such a way that they did not interfere with the Air Show. The Air Officer achieved each one of these tasks well within the prescribed time frame maintaining excellent standard in each sphere of activity. Over 101 foreign and 47 Indian exhibitors participated in the Exposition which drew more than 50,000 viewers. The Prime Minister of India deeply appreciated the effort put in towards the Exposition. All the delegates too, who participated in the event, acclaimed the event as an outstanding success.

Air Commodore Mohinderjit Singh Singha has thus rendered distinguished service of an exceptional order.

Air Commodore S Bhojwani, VSM was commissioned as a Fighter Pilot on 16 Oct 65. He has held the appointment of Air Force Examiner and has done instructional assignments at Defence Services Staff College and College of Air Warfare. He commanded two MiG­21 Squadrons and served as Chief Operations Officer at a front line Jaguar base. He has also held staff appointments at Directorate of Operations (Offensive) and Personnel (Officers) at Air HQ. He was awarded Vishisht Seva Medal in 1993. He is an A-1 Qualified Flying Instructor, a Fighter Combat Leader and a graduate of RAF Staff College, UK.

Air Cmde S Bhojwani was appointed as Air Officer Commanding, Air Force Station Gwalior on 06 Feb 95. Soon thereafter the station was given responsibility for conduct of major Air Force exercises in this sector. He met the exacting demands of induction of a large number of fighter detachments, Missile elements and radar units from other Commands. He worked tirelessly at activating the Singpur Air to Ground firing Range, using only local resources. This range is now an invaluable asset and is being used regularly. He conceived the automation of observation post reports and range firing accuracy with the help of computers and has inculcated wide spread awareness of intelligent use of computers.

All tasks were achieved without compromising on the routine administration of the station, while providing better living and working conditions for the personnel of the station. The serviceability of aircraft and flying effort have both gone up significantly during his tenure.

Air Commodore Subhash Bhojwani has thus rendered distinguished service of an exceptional order.

Air Marshal Velayudhan Girish Kumar VM was commissioned as a pilot In the F(P) Branch on 10 Nov 62. He has over 8000 hrs of flying to his credit. AVSM 1998 He has been on the faculty of Defence Services Staff College. As the Commanding Officer, Air HQ Comm Sqn, he formulated various operating procedures and upgraded the internal facilities on the newly Inducted Boeing-737 and Mi-8 to International standards. As the Air Attaché, USA, he provided significant inputs to Air HQ, on the arms transfers to a neighbouring country. As the AOC, AF Station, Palam, he refined VVIP operational and security procedures. As the SOA, HQ EAC, he completely revamped the Administrative set up, leading to increased efficiency, and better quality of life. As Director Intelligence, he produced several incisive analyses regarding the changing military balance in the region. He forcefully put across India's view points at the ASEAN Regional Forum Meeting held in Bangkok. In the present appointment as SASO, HQ CAC, he has provided the impetus, for enhancing the operational potential of Jaguar and Mirage­2000 aircraft. He has organised trials on transport aircraft which have yielded important lessons relating to the operations and protection of these aircraft during operational missions. Air Defence network, and utilisation of radars of CAC improved demonstrably due to his direct supervision and guidance. Several large scale exercises have also been planned and undertaken in CAC successfully. He has evaluated and introduced valuable lessons that emerged from such exercises to enhance the operational capabilities of the IAF.

Air Marshal Velayudhan Girish Kumar VM has thus rendered distinguished service of exceptional order.

Air Marshal PS Pingale was commissioned as a fighter pilot in the IAF on 10 Nov 62. Throughout his career he has held a variety of key command and staff appointments with distinction. These include command of two fighter squadrons, a major flying training base, a major fighter base, SOA of an operational command, Assistant Chief of the Air Staff Inspection at Air Headquarters, and presently as the Inspector General (Inspection and Safety).

The Air Officer is a qualified flying instructor holding the highest QFI category of A-l. The Air Officer has been on staff of the first MiG-21 Conversion Squadron, College of Air Warfare as Deputy Commandant, Aircrew Examination Board and Flying Instructional School. He took active part in 1965 Operations and was awarded Vir Chakra for gallantry in the face of the enemy. He was awarded Vayu Sena Medal in 1988 for displaying unique leadership when placed in command of Hunter Operational Flying Training Unit. The Air Officer is an alumni of National Defence College. During his present assignment, the Air Officer has successfully pursued various studies and programmes related to flight safety and operational preparedness namely HPT-32 engine failure, MiG-21 engine failure, on condition servicing of avionics equipment, review of promotion examinations for airmen, environmental inspections of operational bases, air crew resource management workshops, etc. These studies and programmes have contributed significantly in improving flight safety and operational preparedness. A major drive was launched by the IAF to reduce accidents especially due to technical defects and human error which has resulted in an all time low accident rate in 1996-- 97, The Air Officer played a pivotal role in this commendable performance.

Air Marshal PS Pingale VrC VM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Surender Singh Chauhan VSM (7853) Aeronautical Engineering (Mechanical) was commissioned in the Indian Air Force in Oct 63. The officer held various staff and other key appointments, including that of Senior Test Engineer at Aircraft & Systems Testing Establishment, Chief Engineering Officer at Mirage base, Command Engineering Officer at Headquarters Central Air Command, and Director Engineering 'A' and Assistant Chief of the Air Staff (Engineering 'B') at Air Headquarters (VB). The officer is a Graduate of the Defence Services Staff College and the National Defence College. As Chief Engineering Officer of Mirage base, he was awarded the Vishisht Seva Medal in 1989.

During Dec 95 to Jul 96, as Director Engineering 'A' responsible for the maintenance of Russian combat fleet, he carried out a composite study defining the future maintenance needs of all MiG Variants and finalised provisioning contracts to the tune of Rs. 292 crores, accepted and executed by the MOD. This included the contract enabling setting up of indigenous overhaul facilities for MiG­29 aircraft.

In Jul 96, the Air Officer was promoted and appointed as Assistant Chief of the Air Staff (Engg 'B'), responsible for the maintenance of complete Indo-Western aircraft fleet. During his tenure, there has been a marked uptrend in serviceability state, attributed to the extraordinary perception of the Air Officer in resolving the production bottlenecks in HAL/IAF. He also completed a vital study on restructuring of the Aeronautical Engineering branches in the IAF.

Air Vice Marshal Surender Singh Chauhan VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Bhushan Lal Bhan, VSM (8034) Adm was commissioned in the Air Force in Dec 63. An alumni of National Defence College he has held important Field, Staff and Instructional appointments and has left a mark of dedicated professionalism in every field of activity.

The Air Officer started his career as a specialist Photo Interpreter. His analysis of aerial photographs of operational missions and enemy targets contributed significantly during the 1965 and 1971 wars. As APM and Security Officer of sensitive Units, his professional competence led him to substantially improve the security and vigilance setups. As Chief Administrative Officer of the AF Station, Srinagar, he brought out vast improvement in the Administration - particularly when the security environment was severely vitiated, due to sudden spurt of subversive activities in Kashmir Valley. As Provost Marshal (Air), he once again displayed outstanding professionalism resulting in qualitative improvement in the Security and Counter Intelligence measures.

AVM Bhan was appointed as SOA of South Western Air Command in Apr 96. In an incredibly short span of time, under his dynamic leadership substantial progress has been achieved in various ops­related admin works services. The Air Officer has methodically and with timely planning, cleared several key cases and Boards relating to development of two strategic airfields in the SWAC, Sector married/OTM accommodation and KLP cases. Completion of these projects will immensely enhance the operational preparedness, quality of life, morale, health and hygiene in SWAC. His deep personal involvement and meticulous planning in providing the extensive administrative arrangements during major events like Ex-Vayu Shakti, Vijay Diwas, Longewala Day, Visits of VIPs Air Force & Foreign dignitaries, ensured successful culmination of these events. Air Vice Marshal Bhushan Lal Bhan, VSM has thus rendered distinguished service of an exceptional order.

AVM Brijendra Mohan Ball VM (8438) Flying (Pilot) was commissioned as a fighter pilot, on 18 Apr 64. He has over 3800 hours of accident free flying to his credit on different fighter aircraft variants inclusive of over 600 hours on the MiG-25R. He has flown several operational missions during the Indo­Pak conflicts of 1965 and 1971 and commanded the Air Force element at Jaffna during the IPKF operations in 1990. He was awarded the Vayu Sena Medal for personally leading several strategic reconnaissance and elint missions deep into operational areas,

AVM Bali is a graduate of the Defence Services Staff College and as a Fighter Combat Leader served as an instructor with the Iraqi Air Force. As Director of Plans at Air Hqs, he was personally involved in the procurement of important aircraft and radar equipment.

AVM Bali was appointed as Air Officer Commanding of Air Force Station, Pathankot on 28 Aug 95. During the ensuing period he has progressively optimised maintenance and operational performance on the base to unprecedented levels with significant results. The base recorded an average increase of twenty percent in flying effort with corresponding improvements in the operational status of the fighter squadrons. During August 1996, the station was tasked with the airlift of over 9000 para­military personnel and equipment into J&K and the base responded to meet this special

commitments well

within

specified time

frames

and without impediments.

During his tenure, the station has been amongst the best administered wings of Western Air Command. During the induction of forces for Exercise Trishul, the station was able to effortlessly absorb additional strike squadrons and air defence elements comprising 600 officers and men. The exercise was also the proving ground for certain innovative measures and concepts which were successfully tried out under his guidance.

AVM Brijendra Mohan Ball VM has thus rendered distinguished service of exceptional order.

Air Commodore Pirthi Pal Singh Kahlon, VSM (7979) AE(M) was commissioned on 12 Oct 64 in the AE(M) branch and is posted as AOC, AF Station, Jalahalli since 16 Oct 95. Air Officer has held important appointments of STO No 1 and 10 Squadrons, CEO No. 10 Wing, JD MiG-27(Weapon Systems), CO No 1 TETTRA etc.

During 1971 operations, the officer devised mechanised loading of Canberra Bombers in the blast pen itself, thereby resulting in reduced turn around time. As the first STO of MiG-23 BN ac, the officer was instrumental in the Squadron attaining Ops status within a short period of three months.

At Air Force Station, Jalahalli, the Air Officer Commanding, through his dynamic leadership, has given a new orientation and impetus to achieve high quality of Training, through utilisation of the CAI Packages and introduction of paper­less examination. Jalahalli has perpetually suffered from acute shortage of water due to successive failure of Monsoons. Air officer has displayed vision, persuasive skills and leadership in liaising with the State Govt and other agencies to find alternate means to supply required quantity of water. The station is now better placed with adequate internal generation and has thus avoided disruption in training. The Station, with a few villages interspersed, was afflicted with a spate of robberies of Sandal Wood. Air Officer displayed daring and tenacity in stopping the robberies through imaginative utilisation of security measures and intelligence. He also enlisted the support of Civil Police and Forest Dept who were otherwise reluctant to undertake preventive measures.

With a trainee population of 4000 and a total population of about 8000, Administration of Air Force Station, Jalahalli presents, at the best of times, a formidable task. Air Officer has discharged his responsibility admirably. He has brought about tremendous improvement in the quality of life and through ingenious Financial Management, added a total of nearly Rs. one Crore to the NPF of the Station. Air Commodore Pirthi Pal Singh Kahlon, VSM has thus rendered distinguished service of an exceptional order.

Air Cmde Narayan Menon was commissioned as a Fighter Pilot on 25 Dec 64. He is a Qualified Flying Instructor and Fighter Combat Leader. Apart from the 3200 hours of flying experience, he has served with credit on the faculty of TACDE & CDM and graduated from the NDC in Dec 96. His field service includes command of not only a fighter squadron but also the rare achievement of three flying stations as well, last of which was Adampur, where four combat squadrons were based. His leadership and intellectual capabilities were responsible for the safe conduct, of flying, formulation of war plans, conduct of major exercises and management of a crisis during extensive flooding consequent to unprecedented monsoons in 1995. Air Cmde Menon has held a variety of challenging staff appointments and has contributed significantly towards the formulation of policies for the enhancement of professionalism in the IAF. In his present assignment as Director Operations (Air Defence), he has displayed considerable foresight and a deep sense of involvement in the management and optimisation of resources for the defence of our skies.

Air Cmde Narayan Menon has thus rendered distinguished service of an exceptional order.

Air Commodore JS Dalal was commissioned on 23 Dec 64. Since then he has accomplished many challenging tasks in Flying Stations/EDs, BRDs and Air HQs thereby making an outstanding contribution to the operational preparedness of the IAF.

In 1968, as CLO of 28 ED AF, he, with his innovative approach and initiative, sourced and procured indigenised spares of T10 French Rockets which gave unlimited lease of life to this weapon resulting in substantial saving of foreign exchange. As CO 29ED, he rationalised the Local Purchase System which yielded an yearly savings of Rs.35 lacs. AVSM 1998 As DDMA at Air HQs he cleared all the outstanding losses of stores and audit objections and greatly pruned his Dte which resulted in a recurring saving to State. He was commended by AOC-in-C, CAS and was awarded VSM.

As AOC 24ED with his indefatigable drive, he reduced inventory holdings by 50%, gave a big boost to computerisation and vigourously carried out commonality establishment which resulted in colossal savings to state. The depot was judged at 70.70% by DMI and bagged the best ED trophy of the year.

As Director of Purchase he brought about in house organisational changes which resulted in placing of 720 contracts and clearance of 1833 invoices in a record time liquidating all the indents prior to 1996. A detailed systematic analysis by him led to sourcing and procurement of 390 difficult-to-get items from OEMs at much lower prices than those of principal manufacturers which resulted in big saving of foreign exchange. He also initiated cases on enhancement of financial powers/release of FFE through MOD which when approved would result in perceptible change in centralised procurement system.

Air Cmde Jagdish Singh Dalal VSM has thus rendered distinguished services of an exceptional order.

Air Commodore Satish Kumar Jain VM was commissioned in the fighter stream of IAF on 16 Oct 65. He has rendered sterling service in many important flying and staff assignments, including command of two front-line fighter stations, a fighter Squadron, and as faculty member at the Staff College. He has flown over 4100 hrs on 25 types. He was commended by the CAS and AOC-in-C Trg Command for good performance as a QFI. For his distinguished performance as Squadron Commander of a MiG­21 Squadron he was awarded the Vayu Sena Medal in 1987.

In 1988 he was selected for the post of Air Adviser at our Mission in Islamabad. He acquitted himself admirably despite the hostile environment which was appreciated by the three service HQs. As the Commander of Air Force Station Bhuj, he made significant improvements in the operational capability and maintenance record of the Station.

As AOC of AF Stn Adampur, a key operational Fighter Wing of the Air Force, through his meticulous planning, sustained hard work, and by example, he brought the Stn, its Fighter Sqns and air defence units to a pinnacle of efficiency. The operating environment and the maintenance and support facilities witnessed sweeping improvements thus enabling higher operational preparedness and 40% increase in flying hours and very high ac serviceability. He ensured significant clearance of vegetation in the airfield area and clean up of the aircraft maneuvering areas. This enabled significant reduction in incidence of bird strikes and FOD. The latter which brought down to zero from a high seven in previous year, saving the Air Force many crores. As a welfare measure, he set up a new MI room for a distant campus within the Station resources. He has also done many papers, studies and presentations including CCPA papers, the draft AST for LCA, revision of DSSC Entrance exam policy and syllabi.

Air Commodore Satish Kumar Jain VM has thus rendered distinguished service of exceptional order.

Air Commodore Ravindra Dattatraya Limaye was commissioned on 29 Oct 66 in the Flying Branch of the IAF. He had participated in the Indo-Pak war of 1971 and had carried out 24 operational missions on Gnat aircraft from Pathankot. During his career so far, he has held important appointments like Flying Instructor with Govt of Iraq, Commanding Officer of a Fighter Sqn, Directing Staff at DSSC, Wellington, Chief Operations Officer at a fighter base in the Eastern sector and Battalion Cdr and Senior Instructor (AF) at NDA Khadakwasla, and in all these varied command, staff and instructional, appointments his contribution was very significant and noteworthy not only for the cause of the IAF but for the Indian Armed Forces, as a whole.

Air Commodore RD Limaye has been the Air Officer Commanding of No 1 Wing Air Force, Srinagar since 25 Sep 95, which is actively engaged in joint counter militancy/ insurgency operations in the valley. In spite of difficulties like militancy related IS situation and weather, he brought about tremendous improvement in the Station environment in terms of cleanliness, works services, safe maintenance activities, high serviceability and efficient administration. The security measures too were upgraded to ensure safety of this vital military air field.

As AOC of this frontline fighter base, he has indeed acquitted himself well in executing all the assigned operational and other tasks successfully and safely. No 1 Wg AF was adjudged as the Best Fighter Wing in operations in Western Air Command for the year 1996, During 1996, timely rescue operations by IAF helicopters during Amarnath Yatra tragedy saved lives of over 400 sick and stranded pilgrims. This was made possible due to meticulous planning and detailed coordination on the part of the Air Officer Commanding.

Air Commodore Ravindra Dattatraya Limaye has thus rendered distinguished service of an exceptional order.

Air Commodore Pratap Singh was commissioned, in the Technical Signals Branch of the IAF on 05 Oct 64 and is commanding No. 11 Base Repair Depot of IAF since 24 Jul 95. Under his guidance, the basic role of the Depot of an advanced strike aircraft overhaul is being sustained with vigour. Capital repair technology for this fleet was indigenously developed and five aircraft have already been produced. The Depot is now engaged in setting up overhaul facilities for an advanced air superiority fighter. The task is progressing with great momentum and overhaul of two of these aircraft will be completed by the end of Oct 97. This fleet had developed serious fuel leaks and cracks in wing ribs in 1996. Air Cmde Pratap Singh ensured development of technology for fuel leak repairs and repairs have commenced. Wing Rib Repair Scheme was developed indigenously and repairs on the whole fleet are due to be completed shortly. This has resulted in saving of very large sums of foreign exchange.

Under the able guidance of the Air Officer, the Depot also undertook a number of life extension studies. All these studies have been completed and the resulting life extensions have also resulted in large savings in foreign exchange. Under the inspiring leadership of Air Cmde Pratap Singh, the Depot was awarded ISO 9002 by Bureau of Indian Standards on 16 Dec 96 and the trophy for the Best BRD in 1996.

Air Commodore Pratap Singh VSM & Bar has thus rendered distinguished service of exceptional order.

Air Commodore KR Bali, VSM was commissioned on 30 Oct 66 in the AE(L) B ranch of the IAF. The officer has held various staff and key appointments like Chief Technical Officer of a premier radar unit, Chief Engg Officer of a fighter Base and Joint Director/ Director at Air Headquarters. The officer is a graduate of Defence Services Staff College. He was commended by the CAS in 1986 and awarded Vishisht Seva Medal in 1989.

As the Chief Engineering Officer of Air Force Station, Srinagar (Nov 92 to Apr 95) the officer had organised all activities in this very important base extremely efficiently and during the most troubled times in the valley. Always leading by the front, the officer gave near 100% result in vast spectrum of activities despite tremendous environmental and climatological problems. He also helped in operationalising high altitude air to ground range as well as in evolving a unique plan for Air Defence of the valley. The station had picked up trophies of the best Fighter Squadron and best maintained Station in Western Air Command during his tenure. In his present appointment as Director Plan ADGES, the officer is required to look after one of the most demanding systems concerning Air Defence Radar and Communications network of the IAF. He helped to evolve a new overhaul policy for radars resulting in saving of approx Rs. 15 crores per radar alone without compromising assured availability. Similarly, the officer has made concerted efforts for indigenization resulting in saving of crores of rupees yet ensuring enhanced operational availability. His participation in complex state-of-the-art futuristic projects has helped extract better dividends from numerous PSUs/organisations, The officer has also done pioneering work in a large number of studies like rationalisation of the IAF manpower, revised Air Defence Plan, trifurcation of AE Branches and trade restructuring etc. The officer has brought to bear his very matured thinking and exceptional foresight In all these vital areas which will result in tremendous long term benefits to the IAF.

Air Commodore KR Bali, VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Manek Bomanshaw Madon VM & Bar (7681) Flying (Pilot) was commissioned in the IAF as a pilot on 28 Oct 63. He has commanded a frontline fighter squadron, been the Chief Operations Officer at Srinagar and commanded a premier fighter base. He has also held demanding staff appointments like the Air-I of an Operational Command and a Project Manager in the MoD. He is an alumnus of the National Defence College. He was awarded the Vayu Sena Medal for gallantry in 1971 war and a Bar to it for distinguished service in 1985. He has almost 5000 hours of accident free flying. In every appointment the Air Officer has acquitted himself with credit.

AVM MB Madon has been the Commandant of the Air Force Academy since December 1995. During his tenure, the Alma Mater of all the Air Force pilots and non-technical ground duty officers has undergone a sea change with an aesthetically appealing face­lift and a quantum leap in the standard of training. The cadets who graduate from here are enthused with a fire born out of conviction and dedication that only a thorough professional can inspire. In all aspects of training, from flying to class-room activity to extra­curriculum fora, he has put his indelible stamp of uncompromising quality. During his tenure, all training has been successfully completed within the stipulated time frame regardless of natural or other constraints and hurdles. Providing leadership by personal, example has been his hallmark. With the induction of trainees of technical courses, the Air Force Academy today is racing towards its ultimate aim of becoming an Air University. Complicated and sophisticated joint training programme were drawn out within a short span of two months without compromising on the standards of ongoing training. This task was meticulously completed by AVM Madon with attention to every detail.

Air Vice Marshal Manek Bomanshaw Madon VM & Bar has thus rendered distinguished service of an exceptional order.

Air Vice Marshal DC Nigam (7938) was commissioned on 07 Oct 63 in the Aeronautical Engineering Branch of the IAF. He has since held many prestigious appointments such as Chief Engineering Officer at Barielly, Chief Officer at 9 RRU, Chief Systems Officer at Radar and Communication Project Office (RCPO),

DMPQ & A at Air HQs and the

officiating Director General, RCPO. He is a Post graduate from Greenfield Institute of Technology, UK and Graduate of the National Defence College. For his distinguished service of a high order he was awarded the Vishisht Seva Medal in 1985.

Air Vice Mshl Nigam is the Global Coordinator of Integrated Material Management Online System (IMMOLS) project since 26 May 97. He has been associated with 1MMOLS project since its inception and has been closely involved with the drawing up of the contract:, setting up of suitable working environment, for the TCS consultants, maintaining close co­ordination between plethora of agencies in the Ministry, scientific, audit and finance organisations etc. His efforts resulted in completion of the System Study Phase with minimal delay.

During the study phase AVM Nigam also ensured that the Wide Area Network (WAN) for Online information requirement was changed to be based on Satellite Communication where the P & T circuits and tropo communications were found to be suboptimal solutions. The change in proposal required allocation of space segments, additional financial outlays and approval and coordination with a plethora of agencies. The processing of this change and related cases was entirely done by AVM Nigam and his personal contribution is commendable.

Air Vice Marshal DC Nigam, VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Satinder Singh Dhillon, VSM (7980) AE (M), was commissioned on 17 AVSM 1999 Oct. 63 in the Engineering branch of the IAF. He completed the Flying course in 1971 and has the rare distinction of being an engineer as well as a fighter pilot. He has held prestigious appointments of Chief Engineering Officer at Ambala, Command Engineering Officer at Western Air Command and Air Officer Commanding of a Base Repair Depot. For the distinguished service rendered by him in the past, he was commended by the Chief of Air Staff in 1977 and awarded Vishisht Seva Medal in 1981.

AVM SS Dhilion was appointed Senior Maintenance Staff Officer, Western Air Command on 30 Jun 97. With his foresight, indepth professional, knowledge, accurate planning and perseverance, he was able to provide a now thrust and direction to the personnel at field units. He built them into a cohesive team to work dedicatedly towards the operational preparedness of Western Air Command and hence the Indian Air Force. The officer worked zealously towards 'Self­Help' approach to maintain optimum serviceability of Air force equipment and encouraged units to undertake repairs on indigenous substitution of modules otherwise considered beyond their purview. This not only improved their operational status but also resulted in a substantial saving to the tune of about 40 lakhs during the year 1997-98.

The officer formed “Think Tank" concept and initiated “Quality Audit" programme to improve work culture and maintenance hygiene of field units. Due to his dedicated and selfless professional approach, Western Air Command was able to maintain very high serviceability of aircraft fleet, AD Radars and other maintenance support services throughout the year. During Exercise 'Trishul-98', the Command maintained a very high serviceability of 98% for all aircraft and near 100% for radars.

Air Vice Marshal Gulshan Kumar Kwatra was commissioned on 06 April 1964 in Engineering Branch of the 1AF. He performed creditably during 1971 War for which he was Mentioned in Despatches. He has held appointments of Chief Engineering Officer at Uttarlai and at Bidar, Chief of Planning and Chief of Aircraft at a Base Repair Depot and staff appointments at Air Headquarters. He has also been on deputation to the Botswana Defence Force.

For his distinguished service he was also awarded Vishisht Seva Medal.

Presently, he is appointed as Director Maintenance Plans and Quality Assurance at Air Headquarters since 01 Nov 96, where he has analysed numerous maintenance problems and initiated prompt remedial measures. His efforts have resulted in enhancing flight safety, streamlining maintenance practices/ giving impetus to indigenisation and improving work efficiency. He has been responsible for speedy introduction of quality control measures which resulted in ensuring high cleanliness standard of aircraft fuels. His singular involvement in introduction of measures to streamline the process of technical defect reporting and investigation have contributed immensely in taking timely preventive measures. He has also been responsible for successful and timely completion of trials on cocooning of Pechora equipment, which enabled the 1AF to save valuable equipment life, reduce maintenance expenditure and maintain combat equipment in operational readiness.

His other significant contributions include pioneering work towards recognition of military aviation skills for entry to civil aviation sector, measures to overcome tech cadre shortage, contribution towards retention of specialised skills and introduction of modem training facilities for skill development in handling state of art weapon systems. Air Vice Marshal Kwatra is also a fellow of Aeronautical Society of India and member of various National Advisory Panels and Committees.

Air Vice Marshal Gulshan Kumar Kwatra, VSM has thus rendered distinguished service of exceptional.

Air Vice Marshal Jagnandon Kumar Pathania VSM was commissioned in Administrative branch on 21 Dec 63. During his career of over 35 years he has acquitted himself commendably in a broad spectrum of challenging assignments which include Chief Operations Officer of an operational Unit, Joint Director of Air Staff inspection, Chief Administrative Officer of the largest transport base, Director of Pay, Pension and Regulations and Commandant, Air Force Administrative College. For distinguished service of a high order he was awarded Vishisht Seva Medal in 1985. He was also Mentioned in Despatches in the 1971 war.

As Operations Officer of an Air Defence Directions Centre, he displayed a very high level of professional

skill and contributed effectively to the Air Defence of the nation, both in times of peace and war. Due to his professional excellence he was selected for the advanced intercept course on Mirage­2000 aircraft in France. As a Chief Admin Officer, the officer performed exceedingly well and contributed substantially in improving operational efficiency and the quality of life of the personnel. As Director of Pay, Pension & Regulations, he was instrumental in settling the long outstanding issues in pay fixation, restoration

of technical pay and

sanction of field allowances. As Commandant, Air Force Admin College, the officer was able to innovate new ideas to enhance the quality of training. The college was adjudged as the best ground training institution during his tenure.

In Jan 97, he took over as SOA, Central Air Command. He set out with the task with a clear vision to ensure that efficient administrative cover was provided to the units under the Central Air Command. He revised policies in all disciplines of administration and gave special emphasis on work services, non-public funds and personnel/discipline. matters. He was singularly responsible for organising Defence Exhibition at Lucknow In Mar 90 which proved a great success.

Air Vice Marshal Jagnandon Kumar Pathania VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Vancharla Anjaneyulu (8609) Accounts was commissioned in the Indian Air Force on 27 Jun 64.

AVM Anjaneyulu was appointed as Director of Accounts at Air HQ in Feb 96 and is the senior most officer of the Accounts Branch in the IAF. He brought about a significant change in the philosophy of accounting services by making it committed to the operational needs. His perserveance resulted in the setting up a hi-tech computer system at AFCAO which had been awaiting clearance from MoD for many years.

Successful exploitation of Op Network system for computerized data transfer of monthly pay entitlement to field units has resulted in the saving of cost and time involved in a manual movement of pay slips through airmen escorts. He was instrumental in obtaining MoD clearance for authorization of cash handling and disbursement by warranted ranks of all trades. Meticulous forward planning resulted in timely implementation of the Fifth Pay Commission recommendations. His involvement saw significant reduction in the non performing assets of Non Public Funds of the IAF. In a career spanning over three decades, the Air Officer has held a number of prestigious appointments including two tenures as Air Officer Commanding, Air Force Central Accounts Officer and many important staff appointments at Air HQ.

The dedication, vision, conceptual ability and professionalism of AVM Anjaneyulu have proved highly beneficial to the Service. Air Vice Marshal Vancharla Anjaneyulu has thus rendered distinguished service of an exceptional order.

Air Commodore Harprakash Singh Sidhu, VSM (11051) Flying (Pilot) was commissioned on 04 June 1967 in the fighter stream. He was awarded VSM in 1987 whilst in command of a MiG­21 Bis Squadron, Since then he has held the appointments of Senior Instructor (Air) at DSSC, Station Commander at AF Station, Sirsa and Air­I at HQ Western Air Command.

As Station Commander Sirsa he established and oversaw the successful conduct, of an MiG Operational Flying Training course to overcome the back lot in the IAF. In 1993, his Station was inundated with flood waters. By quick reaction and enterprise, he led his men to save service property worth crores and rapidly restore high operational status. This was recognised by DASI as well as with the award of the WAC trophy. As Air­I at WAC, he was instrumental in twice drawing up the Command Operational Instructions and for successful conduct of major operational exercises and flypasts.

Air Commodore Sidhu was appointed Air Officer Commanding of AF Station, Bareilly on 01 Apr 97. Using his vast experience, he quickly reviewed operational plans and infrastructure to upgrade them for improved efficiency and productivity. Personally supervising the utilisation of limited funds, he ensured implementation of an optimal maintenance programme and improved welfare services. The Station had extensive growth of vegetation causing high bird activity and was becoming a flight safety hazard.

Air Commodore Sidhu developed innovative methods to control vegetation and bird activity, leading to improved flight safety. Despite short notice, he oversaw the successful conduct of an adhoc Type Qualified Flying Instructors Course (Helicopters) to meet the critical shortfall of instructors.

Air Commodore Harprakash Singh Sidhu, VSM has thus rendered distinguished service of an exceptional order.

Air Commodore Sudhir Sah VM (11648) Flying (Pilot) was commissioned as a pilot on 02 Jun 68. A Qualified Flying Instructor, and Senior Instructor (Air) at Defence Services Staff College, he was awarded Vayu Sena Medal for exemplary professional skill while commanding a helicopter unit. In the 1971 conflict he was Mentioned-in Despatches. He has commanded an Air Force Station and also led an IAF training team to Mauritius.

He was appointed Senior Air Staff Officer of HQ AOC J&K on 09 May 97 where his responsibility has been air Maintenance in Siachen Glacier for “Op Meghdoot". During 1997 winter, unprecedented bad weather and heavy enemy shelling depleted stocks at some posts to critical levels. On 04 Nov 97 he flew to a high altitude post, despite heavy enemy shelling to deliver urgent supplies. Subsequent1y, he flew to another crucial post and landed back at Base Camp while it was being shelled. His leadership raised confidence levels and morale of young aircrew and also helped in formulating Standard Operating Procedures for flying during enemy shelling. His managerial skills, planning ability, team development, dedication and devotion to duty maximised Air Maintenance. For Op Meghdoot, stocks at all posts were substantially built up in record time.

Air Commodore Sudhir Sah VM has thus rendered distinguished service of exceptional order.

Air Commodore BASUDEV BANERJEE (11654) Air Commodore Basudev Banerjee (11654) Flying (Pilot) was commissioned in the Fly­ AVSM 1999 ing Branch on 02 Jun 68. He has been Air Officer Commanding (AOC), Air Force Station, Yelahanka since 12 May 97.

As AOC of a premier Flying Training School (FTS) he has been responsible for imparting training to young pilots and navigators of the IAF on four different types of twin engine transport aircraft and helicopters. Despite several challenges, Air Commodore Basudev Banerjee has ensured very high standard of training and flight safety consistently over past eighteen months.

In addition to his abovementioned responsibilities, he was also given the enormous task of conducting prestigious international Aerospace Exposition Aero-India 98 in December 98. He was entrusted with great responsibilities of building the required infrastructure in a brief time frame, upgrade the flight safety environment including modern navigation equipment, augment administrative infrastructure and formulate methodology for flying display. Air Commodore Banerjee, by his perspective planning, conceptual skill and untiring efforts achieved the herculean task and made Aero-India 98 a great success. The air show earned an international appreciation.

Air Commodore Banerjee has earlier commanded a helicopter unit in offensive role in the desert sector. He also commanded a Helicopter Base in the Western Sector. He has held important staff appointments at Air Headquarters and instructional assignments in the Defence Services Staff College.

Air Commodore Basudev Banerjee has thus rendered distinguished service of an exceptional order.

Air Commodore Gurnam Singh Chaudhary VSM (11870) Flying (Pilot) was commissioned in the fighter stream of IAF on 29 Dec 1968. During his long service, he has excelled in every field gaining fully ops status on a number of fighter air craft. He is a graduate of the Experimental Test Pilot School and also an alumni of the Defence Services Staff College. He commanded a frontline strike squadron with distinction. As a test pilot he has been involved in the test flying for some very important projects. For his distinguished service as Joint Director, Air Staff Requirement he was awarded the Vishisht Seva Medal in 1992.

He was appointed Air Officer Commanding of Air Force Station, Tezpur in May 97. The major task of his Station has been to impart operational, training to young fighter AVSM 1999-2000 pilots of the IAF. With his able leadership, this task has been achieved admirably. This is borne out by the quality of officers who completed their training at the Station. He is a dynamic leader whose zealous application of managerial skills was instrumental in bringing up the airfield environment. High grading achieved by the units under his command during inspections by Directorate­ of Air Staff Inspection reflects the professional standards and excellence the station achieved under the dynamic leadership of Air Commodore Chaudhary. With personal, involvement and optimization of resources, he has controlled expenditure of Public funds, improved the functioning of NonPublic funds and MES works services. He has been instrumental in initiation of a large number of welfare activities on the station to improve the quality of life and to keep the morale of the personnel high at a place badly affected by internal security problems.

Air Commodore Gurnam Singh Chaudhary VSM has thus rendered distinguished service of an exceptional order.

Air Cmde Bhan was posted to Directorate of Ops as Joint Director Technical Operations (JDTO) from Apr 95 to Dec 97. He immersed himself in the complexities of the job and involved himself in tackling numerous problems of air operations faced by fighter squadrons. He took active part in reviewing and formulating the Air Force Doctrine which was being formulated for the first time. He drew on his vast experience and conceptual skills to update orders and instructions, review the course syllabus of TACDE, establish the Air Combat Manoeuvring Instrumented Range at Jamnagar, and tackle the myriad of problems that arose with regard to the management of the Ground Attack fleet. During the year 1995-96 there had been a significant increase in aircraft accident rate due to ricochets in air to ground front gun firing, which forced the IAF to temporari1y suspend the front gun firing. Air Cmde Bhan initiated a thorough review of the attack patterns and showed rare initiative in seeking information from other air forces on the design of targets, attack patterns etc. He then formulated definitive recommendations for remedial measures to avoid ricochets. As a result, front gun firing was resumed. He was instrumental in starting Armament Training Camps for fighter squadrons which have gone a long way in improving the Operational capability of the IAF. During his tenure as JDTO he held Officiating charge as D Ops Offensive for over a year, but despite discharging two onerous functions simultaneously he did not let the quality of his work suffer and set an example for others to follow.

Air Commodore Shiv Kumar Bhan VM has thus rendered distinguished service of an exceptional order.

Air Commodore Murli Sundaram (12369) Flying (Pilot) was commissioned in the fighter: stream of Flying (Pilot) branch of the Indian Air Force on 13 Jun 70. Through out his long and distinguished career, the Air Officer has excelled in every field, gaining fully ops status on MiG­21 variants, Hunters, Jaguars and Mirages. He is a qualified flying instructor holding A­1 category. During his tenure at the Flying Instructors School, he was instrumental

in

prototype evaluation and induction of current generation of trainers in the Training Command. He commanded a Jaguar squadron with distinction. Prior to his current appointment, he worked as Director Operations (Joint Planning) at Air Headquarters. He successfully planned IndoUS Cooperation meetings and the conduct of Aero India 96 at Bangalore.

He was appointed Air Officer Commanding of Air Force Station, Chabua in Mar 97. The major task of his station is to impart op training to budding fighter pilots of the 1AF. With his concerted efforts, all the tasks were completed on time. With zealous application of his professional acumen, managerial skills and untiring perseverance, he has brought about a sea change at the base in the airfield environment and maintenance practices.

With personal involvement and optimization of resources, he has brought all around eco­nomy in expenditure. To over come acute shortage of accommodation at his station, he has started a temporary housing scheme that has helped in improving the quality of life of all personnel.

Air Commodore Murli Sundaram has thus rendered distinguished service of an exceptional order.

Air Marshal Proteep Kumar Ghosh VSM (7106) AE (L) is working as Senior Maintenance Staff officer at HQ Maintenance Command with effect from 24 May 99. Earlier in his career starting from 29 Jan 63, he has been recipient of several fellowships of different academic institutions, namely IETE and Telematics Forum of India. He also holds the membership of prestigious Indian Science Congress, Institution of Engineers (India) and Aeronautical Society of India. In his distinguished career he has held the key appointments such as Officer Commanding, Station Commander, Air Officer Commanding of a very important Base Repair Depot, Senior Maintenance Staff Officer of an operational command and ACAS (Sys) at Air Headquarters. Besides, he was Air Officerin­Charge Maintenance for two years before taking over as SMSO at HQ MC, IAF.

During the recent Op Safedsagar, when the situation warranted the modification of EW equipment on the Russian fighter aircraft and helicopters, he took up the challenge. With his professional competency and efficient leadership, he ensured completion of task in record time at the BRDs. He has also continuously stressed the need of making IAF self reliant with indigenization efforts, and has worked on it with a singular aim to reduce the foreign dependency to the minimum. The positive support of PSUs and other industries in this direction was successfully achieved with his enthusiastic approach, which have been of immense help in making significant progress toward indigenization and saving substantial amount of foreign exchange. Also, he has embarked upon the life extension programme for different types of ageing aircraft and their overhaul with indigenous capability. Under his guidance the Maintenance Depots have undertaken the modernization drive in IAF and the old infrastructure is being revamped by sophisticated modern stat of art technology machines in a phased manner.

Air Vice Marshal Krishna Chandra Varma (7583) Met has functioned in the capacity of Director Met and later as ACAS (Met) at Air Headquarters with effect from 01 Dec 94.

During his tenure at Air HQ, AVM Varma has worked with dedication and single­minded purpose to enhance the efficacy of Met services in the IAF. The officer has played a major role in the induction of modern Met equipment in the IAF. The introduction of Satellite Reception and Video Display Systems at IAF bases has provided timely and high quality Met information. The availability of accurate and prompt Met forecasts has contributed immensely towards enhancing flight safety. The officer was also instrumental in reorganizing the communication network with India Met Department. His dedicated efforts resulted in better connectivity, automation and access to valuable Met data from Indian Meteorological Department. His praiseworthy efforts have resulted in enhancing the reliability and accuracy of Met forecasts. The saving of manpower due to automation has led an annual savings of over Rupees ten lakhs. The implementation of the officer's proposal to include personnel below officers rank for independent forecasting duties has enabled the IAF to overcome shortage of officers in the Met branch to a great extent.

The officer has had a brilliant academic and professional record during his thirty six years of distinguished service. He stood first in the Senior Forecasters' Course in 1972 and later topped the course on Computer Oriented Scientific Techniques in Management conducted at Defence Science Centre Delhi in 1979. He is a graduate of the National Defence College. AVM Varma is currently a member of the Editorial board of the National Met Journal 'Mausam' published by IMD. He has also participated and effectively contributed in a number of National and International seminars and symposiums on Meteorology.

Air Vice Marshal Krishna Chandra Varma has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Suresh Chandra Vohra (6713) Lgs was posted as Air Officer-in-charge Logistics Management at HQ MC from 10 Jul 95 to 21 Mar 99. He is a graduate of National Defence College and has undergone a number of professional courses besides holding prestigious appointments including command of two of the Equipment Depots. He is a recipient of the Vishisht Seva Medal and has been commended twice by the CAS and once by an AOC-in-C.

The provisioning and procurement responsibility of aircraft spares of Kiran Mk­I & II, HPT-32, Dornier and Cheetah/Chetak helicopters along with clothing and MT spares was transferred from Air HQs to HQ MC on an experimental basis with effect from 01 Apr 96. AVM SC Vohra took charge of new commitment and applied his professional and managerial skills with zeal and enthusiasm to produce commendable results. Specific achievements are given in subsequent paragraphs.

He ensured adequate and speedy availability of aircraft spares by proper forecasting and initiating timely procurement. The serviceability of these centralized fleets during the last two years has been very high and much above the target. The MPE figure was reduced voluntarily thus resulting in reduced inventory carrying cost as well as cash outflow. Though the net saving in this regard have not been calculated, these would however run into crores. 100% availability of clothing items has been ensured while reducing the expenditure. This was achieved by regular monitoring of various locations, frequent reviews and positioning of stocks directly at nodal points instead of centralized stocking which also meant reduced inventory carrying cost.

Air Vice Marshal SC Vohra has made innovations in the field of Logistics Management, which have far­reaching impact.

Air Vice Marshal SC Vohra VSM, has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Man Mohan Sehgal, VSM (8390-F) F (P), commissioned on 18 Apr 64 and with 2578 hours of accident free fighter flying, has held numerous Command and Staff appointments with distinction. He is a fighter combat leader, a graduate of DSSC and has undergone the Higher Command course. Consecutively for two years, the Squadron that he commanded was declared 'Best Supersonic Sqn' of the IAF. He encountered successfully the threat from subversive elements and yet maintained high state of operational preparedness when commanding both Amritsar (including a short stint at Trincomalee) and Srinagar which had a lot to do with his superior leadership, managerial skills, innovative approach and administrative ability.

As SAASO, HQ MC, IAF he contributed immensely by innovative approach of personally directing “Nodal Point Works Conferences" on a regional basis, which paid rich dividends. His directional ability and firm attitude brought about minimum rate of 2­wheeler accidents and the least outstanding movements in the year 1997-98. He was not only largely instrumental in compilation of an excellent book on “Protocol & Quality of life" but also, introduced numerous innovative measures to enhance the quality of life through out the Command.

He is presently posted as ACAS (Plans) w.e.f. 17 Aug 98, a job that has an unlimited canvas and is extremely demanding. In a short span of time with no previous experience in the Plans Branch, he has acquired the highest levels of requisite job skills beyond all expectations. He has introduced regular inter­branch coordination/integration interactions on an organised scale leading to expeditious processing of various projects. His excellent communication skills and flair for liaison with various agencies has further contributed to hastening of on going schemes. The officer was most actively involved in promptly responding to all war equipment requirements during the Kargil operations. His infectious work ethos, excellent monitoring and feed back system, positive attitude, intellectual honesty, being oblivious of long working hours and unquestionable loyalty and integrity are hallmarks of his personality. He belongs to that breed of officers who always leave a void wherever they have worked, since the standard they set for themselves and the atmosphere of cordiality and commitment they engender are difficult to replace and replicate for sheer quality.

By his selfless devotion to duty, ingenuity, resourcefulness, remarkable foresight and vision, wholehearted involvement and exceptional administrative and planning acumen, Air Vice Marshal Man Mohan Sehgal, VSM has rendered distinguished service of an exceptionally high order. AVSM 2000

Air Vice Marshal Arunachalam Saibaba (9996) Adm was commissioned on 26 Dec 65 in the Administrative Branch of IAF. For the first twenty-five years, as a Fighter Controller, he was associated with Air Defence Operations of Air Force and held various associated appointments at field, training establishments and HQs. He has to his credit more than 300 live interceptions and was Air Force Examiner for seventeen years. He is recipient of 'Best Professional Award (Fighter Controller)' award from the Prime Minister in Oct 84. He also performed creditably during his stint as operation Manager on the research and development project 'Low level Radar Networking Group' at Bangalore. After his reversion to administrative duties in 1991, the Air Officer has distinguished himself in the appointments of Chief Administrative Officer of a Fighter Wing, President of Central Airmen Selection Board, Senior Personnel Staff Officer of an Operational Command, Provost Marshal (Air) and Director Air Force Works. Currently he is functioning as Senior Officer-in-Charge Administration, Training Command. An alumnus of Defence Services Staff College, the Air Officer has acquitted himself with credit throughout his service career.

Air Vice Marshal Arunachalam Saibaba has capably handled the administrative support machinery at Training Command leaving no stone unturned to ensure that the required administrative cover is available to meet training schedules as per time­frame. All administrative aspects pertaining to Aero-India 98 namely work services, manpower augmentation, hospitality and security were taken care of adequately under the stewardship of the Air Force. A large number of compliments in this regard were showered by various visiting dignitaries.

Air Vice Marshal Arunachalam Saibaba has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Puzhankara Ambalavattam Hari Mohan, VM (9723) F (P) was commissioned as a pilot in the flying branch on 16 Oct 1965. he has held prestigious field and staff appointments. He was awarded Vayu Sena Medal for his devotion to duty while commanding an AN-32 Sqn. Being professional to the core and widely experienced, this officer has made valuable contributions in improving professional standards of transport pilots in the IAF. During his squadron commander's tenure, a discernable improvement in the categorization state of pilots was achieved at this station.

His tireless efforts in improving the operational status of all the flying units in his station has ensured high state of availability of aircrew and aircraft at all times. This resulted in the achievement of all major tasks including successful conduct of field exercises. Two seminars on transport operations were organized at Air Force Station, Agra and the benefits derived by the participants were highly appreciated.

Air Force Station Agra had for a long time been seriously affected by shortage of water and electricity. Air Cmde Hari Mohan, with his personal involvement, determination and relentless interaction with civil authorities, managed to improve the situation beyond expectations. Various welfare measures initiated and services provided have contributed immensely in improving the quality of life of all personnel at Air Force Station Agra.

Air Vice Marshal Puzhankara Ambalavattam Hari Mohan, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Prakashchandra Khandubai Desai, VSM (10078) AE(M) took over as Air Officer Commanding of a major maintenance base on 16 Aug 96.

During his career, besides having an excellent academic record in numerous service and civil course including DSSC and post graduation, he has successfully handled critical appointments of Test Engineer at Aircraft and System Testing Establishment (ASTE), Dy Air Attaché at Embassy of Moscow, Chief Engineering Officer at 11 Wing and Chief of Planning at 11 BRD before coming to 402 Air Force Station. He was awarded Vishisht Seva Medal in 1984 for major contribution in many weapon evaluation, adaptation and testing trials at ASTE.

His qualities of leadership and man management and administrative acumen came to the fore while commanding this base. His untiring efforts in providing transparent, proactive as well as sensitive administration resulted in improved morale, better work culture and higher output. In functional areas, he personally guided the production activities of Base Repair Depots, logistic management of Equipment Depot and modification tasks of V/UHF Installation Team.

Besides surpassing the production targets for three years in running, establishment of M-53 Depot Level Maintenance, computerization of inventory and disposal of large salvage store were some of the major achievements. Airfield maintenance, accident/incident free record of operations, resolution of major land disputes, improved security environment, welfare of personnel and their families and provision of better living conditions/ work environment were other areas where he diverted his energy vigorously and achieved great success.

He has been the Chairman of many joint studies with scientific and R&D organizations. He was also involved in various studies like currency of foreign exchange for the state. He was also involved in various studies like trifurcation of AE branch, reorganization of R & SUs, trade allocation of airmen and review of quality assurance services at BRDs. As Chairman Aeronautical Society of India UP & Bihar Chapter, he conducted seminars on subjects of Air Force interests like rubber technology, vibrations and metallic materials for aviation, which gave great impetus to indigenization efforts.

Air Commodore Prakashchandra Khandubai Desai, VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Avdesh Kumar Singh, VM, VSM (1105) F (P) was commissioned in the Indian Air Force in Jun 67. During his thirty­two years of service, he has held important Staff and Command appointments like Squadron Commander of a fighter squadron, Chief Operations Officer, Station Commander of ADDC and Air Officer Commanding of an operational wing. During Srilankan crisis, he was appointed the Task Force Commander of Jaguar Forces. He flew thirty photo reconnaissance missions over Srilanka by day and by night. For his contribution during Srilankan crises, Air Commodore AK Singh was awarded Vayu Seva Medal.

As an Air Officer Commanding of an operational wing, Air Cmde AK Singh focused on improvement in quality of life, living conditions and most importantly, operations and flight safety. His emphasis to create awareness of flight safety have paid dividends as there was no cases of bird strike during 199697. With the recovery of eight aircraft on AOG for periods ranging from eight months to two years, the station recorded an all times record in serviceability of aircraft in the Indian Air Force. It was a creditable performance.

He is presently posted as Air­1 in Western Air Command. His notable achievements have been his major contribution towards Ex­Trishul and the ongoing Kargil crisis. His control, careful formulation of plans and execution thereof, have yielded the desired results. He was instrumental in developing connectivity of all Stations under WAC on Wide Area Network, which was tested successfully for the first time ever during ExTrishul. The system was well appreciated by all concerned and is now being introduced in other operational commands as well. By his exemplary involvement and rare dedication, he made a substantive contribution towards the operational preparedness of units/squadrons under Western Air Command. His efforts towards planning and conduct of Air Operations in the current Kargil crisis were also noteworthy.

Air Commodore Avdesh Kumar Singh, VM, VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Bhushan Nilkanth Gokhale, VM (11630) F (P) was commissioned as a pilot in the flying branch on 02 Jun 1968. He has been an instructor both at FIS and DSSC. He was awarded the Vayu Seva Medal while commanding a fighter sqn. He is a graduate of Air War College, USA. He has also served as Defence Attaché in Indian Embassy at Cairo. He has flown various types of aircraft and has about 3700 hrs of incident free flying. Presently, he is commanding a major fighter base.

Air Cmde BN Gokhale possesses exceptional managerial skills, which he has effectively put into use. He has activated the parallel taxi track, south dispersal and under ground base operations, all of which were lying unused for a long time. He provided impetus to the maintenance activity. For the first time inventory control was carried out resulting in very high and sustained serviceability of both Jaguar and Mi-8 fleet at the base.

During last year's flash floods in Eastern UP Air Cmde Gokhale promptly responded to the call of the Civil Administration. Under his able leadership the station carried out two months of sustained relief operations providing succour and relief to lakhs of hapless and marooned masses. This was appreciated by the Prime Minister of India himself.

With his sustained efforts and close liaison with Civil authorities the station reacquired over fifty acres of land which had been encroached upon. He is also responsible for activating Darbangha airfield, which was lying unused since long.

Air Commodore Bhushan Nilkanth Gokhale, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Kanwar Dalinderjit Singh (12403) F (P) has been the Air Officer Commanding, Air Force Station Bidar, a flying training establishment (FTE) since 05 Jan 98.

Last year he took significant and bold steps to improve the working environment in the station. By his own example he brought up a culture of hard work and professional honesty. The Air Officer motivated all personnel to bring about a high degree of general cleanliness, neatness, maintenance of buildings and beautification of surroundings. He ensured that all the Flight Safety Directives were implemented strictly and ensured that all unwanted vegetation was removed. By close supervision, detailed planning, motivation of maintenance personnel he succeeded in improving the serviceability state of aircraft from an average 40-50% to 80-90%.

Air Officer led the flying training wing by personal example and motivated the flying instructors to upgrade their instructional capability and category. He flew with each and every instructor and also sample test sorties with trainees to maintain high standards of training. As a result of high quality of flying AVSM 2000 and academic training, trainees of Air Force Station Bidar performed better than their counterparts in other FTEs. They secured high positions in the overall final merit.

He closely supervised the training of Surya Kiran Aerobatics Team inducing high degree of professionalism and perfection in their displays. The Air Officer was instrumental in a quick attainment of nine aircraft display capability in the new profile. He, with his foresightedness and innovative thinking, directed the aerobatics team to build a variety of display maneuvers.

The Air Force Station was adjudged the best flying training establishment in 1998-99 considering an overall excellent performance in flying training, maintenance and administration. The achievements of the station were also appreciated by the Chief of Air Staff during his visit in Jul 99.

Air Commodore Kanwar Dalinderjit Singh has, thus, rendered distinguished service of an exceptional order.

Group Captain Bijender Singh Siwach VM (12413) F(P) was commissioned in the Indian Air Force in Jun 1970. An exceptional and keen flier, he has over 6000 hrs of accident/incident free flying to his credit. He was awarded Vayu Sena Medal for exceptional devotion to duty in 1979. He is a graduate of Defence Services Staff College and College of Combat. He is an A-2 Qualified Flying Instructor with over 1500-hrs instructional flying in India and abroad. During his long and meritorious service, he has acquitted himself creditably particularly while commanding Mi-17 and Mi-8 Helicopter units.

Gp Capt BS Siwach, immediately after assuming the command of Air Force Station, Sarsawa on 05 May 97, whole heartedly devoted himself to the task of building up his station personnel into a well knit cohesive and professionally competent force. Displaying a very high degree of organizing ability, foresight, initiative and resourcefulness, he brought about distinct all round improvements in every facet of the station functioning. A highly committed officer, he has ensured a very high standard of operational preparedness of the station. His innovative approach in conducting two highly successful Flight Safety Weeks has contributed immensely towards the promotion of Flight Safety.

Keeping the resource crunch in mind, Gp Capt BS Siwach motivated his personnel to innovate, indigenize and fabricate mobile AVSM 2000-01 starting and servicing power trolley, six test benches and host other items. The mobile power and hydraulic trolley which have been fabricated without any addition in manpower or resources are being used as a substitute to Russian Appa and Upega vehicles costing around Rs. 50 lakhs each in foreign exchange. In addition, these trolleys have enhanced operational flexibility and effectiveness and a saving of recurring expenditure to the tune of approx. Rs. 2500/- per day.

Gp Capt BS Siwach with his personal liaison and relentless efforts, has been able to ensure uninterrupted power supply on the station as against earlier 8 to 9 hours power shut down every day, thus enhancing quality of life and morale of the station. Under his leadership, Air Force Station, Sarsawa has been awarded best Transport and Helicopter Wing and best overall runners up Wing Trophy in Nov 1998.

Group Captain Bijender Singh Siwach VM has, thus, rendered distinguished service of an exceptional order.

Group Captain Ajay Shriniwas Karnik, VM (13140) F (P) has been the Base Commander of a FBSU, Air Force since May 97. Commissioned in the IAF as a fighter Pilot on 24 Jun 72, Gp Capt AS Karnik has had a distinguished record as a Squadron pilot. He is a graduate from Defence Services Staff College. Prior to taking over his present assignment, he commanded a fighter squadron and has done a tenure as Chief Operations Officer at a major base.

As a station commander of this important forward base he has brought about an all round improvement in the operational, maintenance and administrative set up. Notwithstanding the remote location of the unit he successfully inspired his men and officers to perform optimally and achieved the desired results. Activities like setting up of ASBADC, replacement of AC plant in ATC, clearance of vegetation around runway shoulders, improvement in drainage system to prevent flooding of runway were achieved with innovative use of unit resources within the PDCs. Apart form contributing extensively during FPDs, the unit took an active part in Ex-Shivshakti and EX-Gujraj. Successful UAV trial and day-night SHB operations in conjunction with Army were carried out from this base during the period of exercise. A big thrust was given to improve the technical practices and working environment within the base. The technical flight at Uterlai was successfully set up with transfer of manpower and equipment from Jodhpur. Timely completion of various labs contributed in a large measure to the expeditious setting up of tech flight. Works services were given a fill up resulting in more than 20 original works being executed within the PDC and savings ranging from a few thousands to Rs. 10 lakhs in some cases.

Displaying leadership qualities of high level, Gp Capt AS Karnik led by setting a personal example in the base. He has successfully infused a sense of pride and camaraderie amongst the personnel resulting in their battling against all odds to achieve success.

Group Captain Ajay Shriniwas Karnik, VM has, thus, rendered distinguished service of an exceptional order.

Air Marshal Laljee Kumar Verma (7768) was commissioned in the Army Medical Corps on 08 Sep 63 and seconded to the Air Force on the same date. During his career spanning over three decades, he has held many key appointments and by dedicated hard work and foresight has reached the appointment of Director General of Medical Services (Air).

Air Marshal LK Verma has excelled in each of the discipline he has handled. He is well­known personality in medical administration and has held SMO's appointments at five different Stations. For his oratory skill and quality of paper, he was awarded “Lt Gen KS Master oration", which is a triservice recognition. His experience in oratory, Mountaineering & Paratrooping skills & Jungle Survival and Counter Insurgency has stood him in good stead in the Services. Air Marshal Verma's zest for knowledge has always been on the forefront. He has completed a research project of World Health Organisation by establishing a proper system for Hospital Waste Management at Command Hospital Air Force, Bangalore which in fact is the only medical institution in the country where a scientifically proven system of Hospital Waste Management has been functioning. With his efforts, an Indian Society of Hospital Management (ISHWM) has been formed of which he is to be elected Founder President.

As the Director General Medical Services (Air), he has pursued relentlessly towards modernization of hospitals and in achieving the highest standards in training of doctors and Para medical staff. The aspect of preventive health care has received a high impetus under his able leadership. Due to his efforts and guidance, installation of Lab for Night Vision Goggles is underway at IAM, Bangalore. These measures would enhance the overall health standards and contribute towards flight safety in the IAF.

Air Marshal Laljee Kumar Verma has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Purnendu Kumar Mukherjee (7698) F (P) was commissioned on 28 Oct 1963. in 37 years of distinguished service he has held several important staff and command assignments. He has flown over 3000 hrs on various fighter aircraft and has been Chief Ops Officer and Air Officer Commanding of major flying bases. He was mentioned in despatches for distinguished services rendered in 1971 war.

AVM Mukherjee was posted as Assistant Chief of Air Staff (FS&I) with effect from 03 Feb 97 and functioned in the appointment till 06 Jan 2000. With his vast experience in various field and staff appointments at Air HQ, it did not take him long to apply himself to the important aspects of Flight Safety and Inspection under the IGs branch.

He was the driving force for institutionalizing an operationally oriented relook at field units. Under his astute guidance, the inspection Directorates brought anew a host of operations related insights into the working of the field units. Some of the methods initiated were the Quality Audits on MiG-21s, AN-32, Bomb dumps and role equipment of fighter Units, an insightful look at Base Repair Depot functioning and security of a number of major Bases.

In Flight Safety, AVM Mukherjee was instrumental in commencing the framework for strengthening the FS organization in the HQ as well as field units. His tireless efforts also contributed towards gaining the sanction for the funds under Flt Safety code head which have provided the impetus for the improvement of flying environment at the airfields and keeping the airfield zones safe. Under his keen sense of propriety and integrity of the highest order, Quality Assurance gained momentum. His probing questions in all aspects of procurement of stores under QAS and timely guidance has provided the benchmark for future transactions.
