Details : | Group Captain RC Goyal was commissioned on 06 Apr 64 in the Engineering Branch. He has been the Chief Engineering Officer of an operational wing and Head of Faculty (Electronics) at Air Force Technical College. He was posted to Air HQ as Joint Director Telecommunications in Feb 95. Immediately after taking over, the officer streamlined total activities of the directorate. His department looks after the procurement and maintenance of 62 varieties of Communication and Radio Navigation Aids equipment. He initiated measures to procure the deficient equipment and the entire lot of deficiencies were ordered. The supplies have already commenced. The officer undertook the massive task of studying the life cycle cost of the old equipment introduced two to three decades earlier and initiated measures to declare uneconomical and technically outdated equipment as obsolete. The officer undertook an all India survey to identify indigenous spares and subsystems which were hitherto imported. His efforts by close liaison with DRDO, Manufacturers and stockists resulted in FE saving of aprox. Rs. 15 lakh. The officer was instrumental in design and fabrication of V/UHF radio vehicles which saw induction in service in a record time wherein delivery of 65 radio vehicles have taken place 6 months ahead of schedule. For distinguished services of a high order, the President is pleased to award 'Vishisht Seva Medal' to Gp Capt RC Goyal. | |||
